The Chair ruled the motion had been adopted unanimously. <br />Offer to Purchase Pronertv Located at 1909 Carr Creek Drive, Sanford NC <br />County Attorney Whitney Parrish stated that in 2014, Lee County and the City of <br />Sanford acquired property located at 1909 Carr Creek Drive, Sanford NC through a <br />foreclosure sale. The total redeem amount of taxes, fees and assessments owed on the <br />property is $25,619.28. The taxable value of the property is $10,000.00. In April 2017, <br />letters were sent to adjoining property owners of the lots owned by the City and County <br />inquiring if anyone was interested in placing an offer on the properties. Lillie and Ricarte <br />Bradley initially made an offer to purchase the above referenced property for $1,000.00. <br />They then changed their offer to $500.00. They have paid the requisite deposit and <br />advertising costs. In order to proceed on the sale of the property, the Board will need to <br />consider it surplus to its needs. The Board then can accept the offer of $500.00 from Lillie <br />and Ricarte Bradley and allow the offer to be advertised in The Sanford Herald and to be <br />disposed of through the upset bid process. This offer will also have to be approved by the <br />City Council. Commissioner Sharpe moved to declare the property surplus and approve <br />the Resolution accepting the offer in the amount of $500.00 for the property, a copy of <br />which is attached to these minutes and by this reference made a part hereof. Upon a vote, <br />the results were as follows: <br />Aye: Dalrymple, Dodson, Knecht, Oldham, Reives, Sharpe, Sloan <br />Nay: None <br />The Chair ruled the motion had been adopted unanimously. <br />Consideration of an Ordinance Allowing the Sale of Alcoholic Beverages Before Noon on <br />Sundays <br />County Attorney Whitney Parrish stated that on June 29, 2017, the North Carolina <br />General Assembly enacted Senate Bill 155, "An Act to Make Various Changes to the <br />Alcoholic Beverage Control Commission Law," and the Governor signed it into law on June <br />30, 2017. Section 4 of the Bill states "In accordance with G.S. 1813-1004, a county may <br />adopt an ordinance allowing for the sale of malt beverages, unfortified wine, fortified wine, <br />and mixed beverages beginning at 10:00 A.M. on Sunday pursuant to the licensed <br />premises' permits issued under G.S. 1813-1001. Staff was contacted by a business who <br />would be eligible to sell such beverages on Sundays if the County passed the Ordinance. <br />Attorney Parrish further provided that if the Board was interested in proceeding with the <br />Ordinance, they would need to hold a public hearing in September. Commissioner Oldham <br />moved to hold a public hearing on the proposed Ordinance Allowing the Sale of Alcoholic <br />Beverages Before Noon on Sundays. Upon a vote, the results were as follows: <br />Aye: Dalrymple, Dodson, Knecht, Oldham, Reives, Sharpe, Sloan <br />Nay: None <br />The Chair rule the motion had been adopted unanimously. <br />Pae 9112 <br />
