The Chair ruled the motion had been adopted unanimously.
Amendment to the Interlocal Agreement for Tax Collection with the City of Sanford
County Attorney Whitney Parrish provided the Board with a proposed amendment
to the Interlocal Agreement for Tax Collection. The City of Sanford and Lee County
entered into an interlocal agreement on October 15, 2013 for the County's appointed tax
collector to collect current and delinquent municipal and valorem taxes, personal property
taxes, motor vehicle sales, solid waste fees, and other assessments and fees. In August of
2017, the City of Sanford gained authorization to levy a room occupancy tax through
Session Law 2017- 202 and the Sanford Tourism Development Authority was created. As
such, the County has agreed to collect this occupancy tax for the City at no additional
charge. The City will remit all the taxes to the Sanford Tourism Development Authority.
There will be no administrative fees kept by either the City of Sanford or the County.
Commissioner Oldham moved to approve the proposed amendment to the Interlocal
Agreement for Tax Collection with the City of Sanford, a copy of which is attached to these
minutes and by this reference made a part hereof. Upon a vote the results were as follows:
Aye: Dalrymple, Dodson, Knecht, Oldham, Reives, Sharpe, Sloan
Nay: None
The Chair ruled the motion had been adopted unanimously.
Modification to Lease Agreement with Progressive Development Co.. LLC for Space at the
Buqqv Factory
County Attorney Whitney Parrish presented a request to the Board to modify the
lease agreement with Progressive Development Co., LLC along with the Interlocal
Agreement between the City of Sanford and Lee County to include the use of additional
space located at the Buggy Factory. Ms. Parrish stated that on September 10, 2014, Lee
County and the City of Sanford signed a lease agreement for space at the Buggy Factory.
The intent was to increase the effectiveness of all aspects of development for Sanford and
Lee County by co -locating the Community Development, Environmental Health, Building
Inspections, Planning, Code Enforcement, Downtown Sanford, Inc., Strategic Services
(GIS) and the Sanford Lee County Partnership for Prosperity, doing business as Sanford
Area Growth Alliance departments. The City and the County need more space for
Environmental Health and Building Inspections. Under the original lease, the County paid
Progressive Development Co. $7,308.00 a month for its space. The County will now pay
$8,113.62 a month for the space. The total budget impact is approximately $97,363.44
plus operating expenses for the proposed change. Commission Sharpe moved to approve
the modification to the lease agreement with Progressive Development Co., LLC, and the
modification of the Interlocal Agreement with the City of Sanford for the use of additional
space at the Buggy Factory, copies of which are attached to these minutes and by this
reference made a part hereof.
