The Chair ruled the motion had been adopted unanimously. <br />Upset Bid Offer to Purchase Surplus Property Located at 109 S. Third Street, Sanford, Lee <br />County, North Carolina, PIN 9643-80-9474-00 <br />County Attorney Whitney Parrish stated that Lee County and the City of <br />Sanford jointly own property located at 109 S. Third Street, Sanford, NC. The City of <br />Sanford deeded its interest in the property to the County, as recorded in Deed Book 1462 <br />Page 129, for the County to dispose of the property through the upset bid process and <br />remit any recouped costs to the City in accordance with the Interlocal Agreement for Tax <br />Collections. Originally, two offers were submitted, one by Lawrence Curtis on behalf of <br />WITS remodeling for $10,545.65 and one by Christian Campos for $10,100.00. The Board <br />accepted the offer from Mr. Curtis and authorized for it to be advertised. The offer was <br />advertised in The Sanford Herald on June 14, 2017. Mr. Campos then submitted the first <br />upset bid of $12,100.00. The Board considered that upset bid on its July 17, 2017 meeting <br />and authorized for the upset bid to be advertised. The bid was advertised in The Sanford <br />Herald on August 2, 2017. Mr. Curtis then submitted a second upset bid of $13,000.00. <br />Commissioner Oldham moved to accept the bid from Lawrence Curtis in the amount of <br />$13,000.00, a copy of the Resolution accepting the upset bid and allowing for the <br />advertisement of the bid is attached to these minutes and by this reference made a part <br />hereof. Upon a vote, the results were as follows: <br />Aye: Dalrymple, Dodson, Knecht, Oldham, Reives, Sharpe, Sloan <br />Nay: None <br />The Chair ruled the motion had been adopted unanimously. <br />Offer to Purchase Surplus Property and Approval of Final Resolution Authorizing Purchase <br />of Property Located at 913 Oddfellow Street, Sanford, Lee County, North Carolina, PIN <br />9642-67-5123-00 <br />County Attorney Whitney Parrish stated that Ms. Doretta Kelly submitted an <br />offer to purchase 913 Oddfellow Street, Lot 15, Block 1, Washington Avenue <br />Neighborhood PIN 9642-67-5123-00 for $500.00. At the July 17, 2017 Board of <br />Commissioners meeting, the Board agreed to declare the property surplus and to advertise <br />the offer. The amount of fees and taxes owed on the property is $10,877.93 and the <br />taxable value of the property is $2,500.00. The property is also located in the City limits. <br />The City of Sanford has deeded its portion of the property to the County for the County to <br />dispose of the property. The offer from Ms. Kelly was advertised in The Sanford Herald on <br />August 2, 2017. No upset bids were received. Commissioner Reives moved to approve the <br />Resolution Finalizing the Sale of 913 Oddfellow Street, a copy of which is attached to <br />these minutes and by this reference made a part hereof.
