Upon a vote, the results were as follows: <br />Aye: Dalrymple, Dodson, Knecht, Oldham, Reives, Sharpe, Sloan <br />Nay: None <br />The Chair ruled the motion had been adopted unanimously. <br />Recommendation from the Lee County Planning Board Regarding a UDO Text <br />Amendment Dividina the Membership of the Lee County Planning Board and the Lee <br />County Board of Adjustment <br />Marshall Downey, Planning and Community Development Director, previously <br />introduced a text amendment to the Unified Development Ordinance to divide the <br />membership of the Lee County Planning Board and the Lee County Board of Adjustment. <br />A public hearing was held on July 17, 2017. Mr. Downey stated that due to the passing of <br />time and changes in membership, the opinion surrounding the need for this division has <br />changed. The current membership of the Lee County Planning Board recommended <br />denying the proposed change. Commissioner Reives moved to approve the Planning <br />Board's recommendation to deny the proposed UDO text amendment to divide the Lee <br />County Planning Board and the Lee County Board of Adjustment. Upon a vote, the results <br />were as follows: <br />Aye: Dalrymple, Dodson, Knecht, Oldham, Reives, Sharpe, Sloan <br />Nay: None <br />The Chair ruled the motion had been adopted unanimously. <br />Proposal from Environmental Consultant Charles Yuill for a Hydraulic Fracturing Potential <br />Impacts Assessment for Lee County <br />County Manager John Crumpton stated that under section 12-107(a) of the <br />Moratorium Ordinance, there is a requirement that the County undertake a study of <br />hydraulic fracturing and other oil and gas development on the environment of Lee County. <br />Chatham County recently completed a similar study at a cost of $75,000.00. Lee County is <br />working closely with Chatham County in this process. The Moratorium Ordinance expires <br />in December 2017. A public hearing will need to be held in the next 60 days to extend the <br />moratorium. The estimated cost of Lee County's impact study is $21,000.00. <br />Commissioner Sharpe moved to accept the proposal for a hydraulic fracturing potential <br />impacts assessment in Lee County, a copy of which is attached to these minutes and by <br />this reference made a part hereof.
