N <br />f LJU 18 PJCF i9 °s <br />017 <br />RESOLUTION REQUESTING MORE DETAILED FLOOD STUDIES AND MAPS <br />FOR THE LEE COUNTY/SANFORD AREA <br />WHEREAS, Lee County and the City of Sanford have experienced considerable <br />development and population growth over the past decade; and <br />WHEREAS, Urban growth in the Lee County/Sanford Area is anticipated to accelerate <br />over the next decade, and <br />WHEREAS, Certain areas of the Lee County/Sanford Area are subject to periodic <br />flooding, or flood-related erosion, causing serious damage to properties within these areas; and <br />WHEREAS, Hurricanes Fran and Floyd demonstrated the limitations of existing flood <br />hazard maps in North Carolina and the resulting vulnerability of widespread areas to major <br />flooding events; and <br />WHEREAS, More detailed flood studies and maps are critical for effective flood <br />preparation and response and accommodation of urban growth; and <br />WHEREAS, Relief is available in the form of federally guaranteed flood insurance as <br />authorized by the National Flood Insurance Act of 1968, and <br />WHEREAS, The Lee County Board of Commissioners requires the cognition and <br />evaluation of flood, or flood-related erosion hazards in all official actions relating to the land use, <br />building construction, repair, and remodeling in areas having these hazards; and <br />WHEREAS, The Board of Commissioners has the legal authority to adopt land use and <br />control measures to reduce future flood losses pursuant to Part 6, Article 21 of Chapter 143 of <br />the N.C. General Statutes. <br />NOW, THEREFORE, BE IT RESOLVED By the Lee County Board of <br />Commissioners: <br />Section 1. That the Federal Emergency Management Agency and the North Carolina <br />Division of Emergency Management are hereby requested to give high priority to development <br />of additional detailed flood hazard data and mapping for the Lee County/Sanford Area. <br />Section 2. That base flood elevations and floodways be established for all areas <br />determined in the 100-year base flood. <br />Section3. That the data and mapping be provided in both hard copy and digital form. <br />Section 4. That the Board of Commissioners will cooperate with federal, state, and local <br />agencies or private firms, which undertake to study, survey, map, and identify floodplain, or <br />flood-related erosion areas, and will cooperate with neighboring communities with respect to <br />management of adjoining floodplain, and/or flood-related erosion areas in order to prevent <br />aggravation of existing hazards. <br />
