Chapter 4 <br />Lee County Code <br />Animals <br />Sec. 4-48. Interference with enforcement of chapter. <br />It shall be unlawful for any person to interfere with, hinder, obstruct <br />or delay, or assault an officer or agent of Animal Services or veterinarians in <br />the performance of any duty authorized by this Chapter, or to seek to release any <br />animal in the custody of such persons. <br />Sec. 4-49. Stray Animals <br />All stray animals found shall be brought to the Animal Shelter or Animal <br />Services shall be called to impound the animal. <br />Sec. 4-50 <br />thru 4-60. Reserved. <br />Division 3. Standards. <br />Sec.4-61. Tethering. <br />(a) If an owner chooses to tether an animal, the following <br />requirements and standards will apply: <br />(1) A tether shall be equipped with swivel on both ends. <br />(2) A tether shall be a minimum of ten feet in length and shall be <br />made of either metal chain or coated steel cable. Rope, bridles, <br />belts, or cords may not be used as a device to secure an animal. <br />(3) Tethers shall be attached to a buckle -type collar or harness <br />and under no circumstances shall the tether itself be placed directly <br />around an animal. Tethers shall not be used in conjunction with <br />training collars such as choke or pinch -style collars. <br />(4) The weight of the tether shall not exceed ten percent of the <br />animal's weight but shall be of sufficient strength to prevent <br />breakage. <br />(5) The tether by design and placement shall allow the animal a <br />reasonable and unobstructed range of motion without the possibility <br />of entanglement, strangulation, or other injury. The tether shall <br />allow the access to adequate food, water, and shelter. <br />(6) Only one animal shall be attached to a single tether. <br />(7) Pulley systems, running lines, and trolley systems may be used <br />in conjunction with a tether. <br />(8) An animal services officer may in his/her discretion order a <br />more restrictive tethering requirement if circumstances require and <br />is not detrimental to the health, safety, or welfare of an animal. <br />(9) Exceptions. Citizens residing in town homes, apartment, condos, <br />or similar multi -family housing units with lot sizes insufficient to <br />meet the length requirement specified in this section may only tether <br />an animal for temporary exercise and relief and must be supervised. <br />13 <br />
