6COx IS PAGE 28'3 10 <br />1- <br />NORTH CAROLINA <br />LEE COUNTY <br />BEFORE THE BOARD OF <br />COMMISSIONERS <br />RESOLUTION REQUESTING THAT THE NORTH CAROLINA GENERAL <br />ASSEMBLY AUTHORIZE LEE COUNTY TO CONDUCT A <br />REFERENDUM ON AN OPTIONAL ONE PERCENT SALES TAX TO RAISE <br />FUNDS FOR SCHOOL CAPITAL NEEDS <br />WHEREAS, Lee County is committed to providing excellence in education in <br />the County; and <br />WHEREAS, Lee County recognizes the need to improve public facilities in <br />which the children of the County are educated; and <br />WHEREAS, Lee County faces increasing demands from limited revenue <br />resources to fund mandatory federal and state education programs; and <br />WHEREAS, Lee County desires to maintain a reasonable tax rate on property <br />within Lee County; and <br />WHEREAS, the Board of Commissioners of Lee County believes that an <br />additional one percent ($0.01) sales tax, excluding sales of unprepared food, is the most <br />fair and equitable method to create additional revenue to meet the demands for improved <br />capital facilities and funding of mandatory federal and state programs; and <br />WHEREAS, the Board of Commissioners desires to conduct a referendum in <br />order that the voters of Lee County can determine whether they desire to impose the one <br />percent sales tax on all sales, excluding sales of unprepared food, to raise funds for <br />school capital needs. <br />NOW, THEREFORE, BE IT RESOLVED by the Board of Commissioners of <br />Lee County that: <br />The legislative delegation representing Lee County is hereby requested to <br />introduce and support statewide legislation to allow counties to conduct a <br />referendum within each county to determine whether the county shall levy <br />an additional optional one percent sales tax on all sales, excluding sales of <br />unprepared food; and <br />2. It is further requested that said legislation provide that prior to <br />implementation of the tax, Lee County shall conduct a local referendum of <br />the voters to authorize the one percent sales tax; and <br />
