3CCX J$ P'GE 3 24 <br />MINUTES OF THE SPECIAL BOARD RETREAT <br />OF THE <br />BOARD OF COMMISSIONERS <br />FOR THE <br />COUNTY OF LEE, STATE OF NORTH CAROLINA <br />MARCH 15-16,2001 <br />The special board retreat with the Board of Commissioners for the County of <br />Lee, State of North Carolina, convened at 8:00 p.m. in Conference Room B at the <br />J Holiday Inn, Southern Pines, North Carolina. Commissioners present were W. Chad <br />Adams, Herbert A. Hincks, Jerry M. Lennnond, Bertha L. Matthews, Nathan E. Paschal, <br />and John L Sauls. Commissioner Robert T. Reives was not present. Staff members <br />present were County Manager William Cowan, County Attorney K. R. Hoyle, and Clerk <br />to the Board Gaynell Lee. <br />Chainnan Hincks called the meeting to order. <br />County Manager William Cowan introduced Dr. Ron Shearon from North <br />Carolina State University who would be the facilitator for the retreat. Dr. Shearon <br />explained to the Board his position as facilitator and what he hoped to see the Board <br />accomplish during the retreat. <br />Board members shared reasons they ran for a term on the Lee County Board of <br />Commissioners, along with issues they felt concerned the entire Board. <br />The meeting recessed at 10:00 p.m. <br />The meeting resumed on Friday morning, March 16, 2001, at 8:00 a.m. in <br />Conference Room B at the Holiday Inn, Southern Pines, North Carolina. <br />Commissioners present were W. Chad Adams, Herbert A. Hincks, Jerry M. Lennnond, <br />Bertha L. Matthews, Nathan E. Paschal, and John 1. Sauls. Commissioner Robert T. <br />Reives was not present. Staff members present were County Manager William Cowan, <br />County Attorney K. R. Hoyle, and Clerk to the Board Gaynell Lee. <br />The Commissioners met jointly with members of the Sanford City Council. <br />Sanford City Engineer Larry Thomas and Lee County Public Works Director <br />Kenny Cole discussed various water issues that the City of Sanford and the County of <br />Lee are currently involved with. Mr. Cole gave an update on the Phase II Water Project. <br />He stated that bids for the water project would be awarded in June and construction <br />should begin in August. The project should be completed by approximately April 2002. <br />001 <br />
