The Board considered a resolution to establish a Lee County Veterans Council. Senior Services Director Debbie Davidson stated there is a need to recognize local Veterans that have served our country and community as advocates for their fellow citizens and recognize their service to the community. She further stated that a Veterans Council would be an advisory board that would allow the opportunity for individuals to promote and present the aims, interests Al1Irequirements of our County Veterans to offer better services through the organization. The advisory would assist the �wnm Lee County Veterans' Service Officer on issues concerning Veterans and their families and make recommendations to the Director of Senior Services, the County Manager andll`tf Board of Commissioners on how the County can better serve Veterans. County Manager John 111111 Crumpton stated that Lee Countylihas been awarded a grant from the North Carolina Rural Center mnru. which willipaynforlthe extension of water to the North Plank Road in western Lee County. The original grant approval was'a DIP rece 80% matching grant with a maximum grant of $128,160. The City of Sanford Illy went out fo�llbids on the project and was able to lower the project budget considerably. The revised I tproject budgetllhas been approved by the Rural Center at 90% with the grant now being $89,97 with a local match of $9,997.45. Mr. Crumpton stated the grant covers the cost of the line, plus taps fifteen (15) existing residences and one (1) business along the road. The residents are respon's e�fojlthe 10% match. The grant also requires the County to own the water line for one year. After tA ime, ownership will be transferred to the City of Sanford. The City has agreed to oversee the construction and maintenance of the line in the County's first year of ownership, which is covered in the local agreement with the City. Taps for vacant property will be allowed but at the City of Sanford's prevailing rate for a tap made outside the City limits, or during construction at the contractor's costs. It was further stated that the County currently has $5,274 left in the Water District fund that needs to be transferred to the City of Sanford to help lower the fees that will be paid by the citizens to • connect to the line. The County has to guarantee the remaining match of $4,723.45. To pay for this amount, the City will be charging $295.22 per connection. An assessment by acreage was considered, 3
