Commissioner Reives stated that lie voted no on each vote because of the process that was used for this appointment. Chairman Hincks recessed the meeting until 7:00 p.m. At 7:00 p.m. the meeting resumed at the Lee County Courthouse for public hearings that had been advertised for this date and time. Commissioners present were W. Chad Adams, Herbert A. Hincks, Jerry M. Lemmond, Bertha L. Matthews, Nathan E. Paschal, Robert T. Reives, and John 1. Sauls. Chairman Hincks opened the first public hearing that involved an economic development project with the Lee County Economic Development Corporation and the City of Sanford. Economic Development Director Bob Heuts told the Board that the purpose of the project would be to lease a new office building that would be constructed, up fitting space in the new building, and the transfer or employment of additional personnel. This project would result in an investment of 51,500,000 to the County. He told the Board that the County's share of the project would be 525,459. No one other than Mr. Heuts spoke in favor of the proposed project. No one spoke in opposition to the project. Chaimran Hincks closed the public hearing. Commissioner Adams moved to approve an economic development project with the Lee County Economic Development Corporation in the amount of 525,459 for a project with The Pantry. Upon a vote, the results were as follows: Aye: Adams, Hincks, Lemmond, Matthews, Paschal, Reives, and SauIS Nay: None The Chairman ruled the motion had been adopted unanimously. Chairman Hincks opened the second public hearing concerning a lease with The Lee County Arts and Community Center, Inc. County Attorney K. R. Hoyle told the Board that the County intends to lease the remaining vacant property at the Arts Center to The Lee County Arts and Community Center, Inc. for a term of 50-years with the same restrictions as the Arts Center currently has. He told the Board that the County will reserve the right to operate, maintain, and rebuild or build an outdoor basketball court on the site presently located in the northwest quadrant of the land being leased. No one spoke in favor of the request. 6
