c() 8 <br />B G 0 X 18 PACE 331 <br />to approve the bid from Safety-Klecn, Inc., and not to exceed the 550,000 that has been <br />budgeted in the FY 2000-2001 budget. Upon a vote, the results were as follows: <br />Aye: Adams, Flincks, Lemmond, Matthews, Paschal, Reives, and Sauls <br />Nay: None <br />The Chairman ruled the motion had been adopted unanimously. <br />The Board considered the placement of an ATM machine at the Lee County <br />Courthouse. Finance Director Lisa Minter told the Board that she had contacted BBR,T <br />concerning this matter and was advised by the bank that they did not feel there would be <br />enough usage at the Courthouse for an ATM machine. She further told the Board that a <br />support fee of 51.50 per transaction below the 500 withdrawal limit would be required. <br />After some discussion, Mrs. Minter was instructed to solicit bids fi-om other banks for <br />ATM services and for the County Manager to gel input from the Clerk of Court and <br />Sheriff as to a good location for a machine. No action was taken on the matter. <br />The Board considered a resolution for continued provision of services under the <br />current area program for Lee-Harnett Mental Health. Commissioner Reives told the <br />Board that Harnett County had approved a similar resolution and he hoped that this <br />Board would also support the resolution. After much discussion, Chairman Hincks <br />moved to defer consideration on the resolution until the April 2, 2001 meeting. Upon a <br />vote, the results were as follows: <br />Aye: Adams, Hincks, Lemmond, Matthews, Paschal, Reives, and SaldS <br />Nay: None <br />The Chairman ruled the motion had been adopted unanimously. <br />Commissioner Matthews discussed with the Board a zoning matter concerning a <br />fifty-two acre tract of land. She told the Board that the owner wished to sub-divide part <br />of this land into two five-acre tracts for his children but the bank would not finance the <br />land unless it was divided into ten-acre tracts. She further told the Board that according <br />to the current Lee County Zoning Ordinance the land would have to be divided into <br />three five-acre tracts to comply with the Ordinance. Real Estate Agent Cecil Cameron <br />also discussed with the Board a similar situation lie is working on where the landowner <br />cannot sub-divide his land because of a similar situation. After much discussion, the <br />Planning Board was requested to study the "three lots on an easement provision" in the <br />current Zoning Ordinance and bring a recommendation back to the Board for <br />consideration. <br />Commissioner Reives asked for an update on the eighteen water customers on <br />Lower Moneure Road. Public Works Director Kenny Cole told the Board that he is <br />currently working on the matter with the City of Sanford. He also told the Board that <br />the County would have to have ownership of the current city line on Lower Moncure <br />Road before the project can continue.
