6-03 <br />BGo,~ 181,-cE S <br />the Board that he currently has $30,000 budgeted for playground improvements. He <br />told the Board that instead of installing a "theme play area" at Kiwanis Park he would <br />like to replace some freestanding equipment that is no longer in compliance with safety <br />guidelines. He told the Board that it would cost approximately $12,000 for <br />replacements and to enlarge the play areas at Kiwanis Park and Horton Park. He asked <br />that the Board allow him to use any leftover funds from the original $30,000 for two <br />additional parking projects at Buchanan and Temple Parks. Mr. Payne told the Board <br />that Public Works Director Kenny Cole estimates that it will cost $12,000 to construct <br />parking at Buchanan Park. Property adjacent to Temple Park, at the comer of Maple <br />Avenue and Eighth Street, is for sale and would accommodate approximately 120 <br />parking spaces. Mr. Payne asked that the Board allow him to negotiate for the purchase <br />of the property located at the corner of Maple and Eighth Street. After some discussion, <br />Commissioner Paschal moved to approve the transfer of funds for the above projects. <br />After further discussion, Commissioner Paschal amended his motion to include that a <br />letter be sent from the Parks and Recreation Commission to the agent handling the <br />property at the corner of Maple and Eighth Streets, asking the owner to donate the <br />property to the Lee County. Upon a vote, the results were as follows: <br />Aye: Adams, Hincks, Lemmond, Matthews, Paschal, Reives, and Sauls <br />Nay: None <br />The Chairman ruled the motion had been adopted unanimously. <br />The Board considered tax collection agreements between the County of Lee, City <br />of Sanford and Town of Broadway. Tax Administrator Roger Kelley told the Board <br />that he requested that the fee for the collection of taxes and fees be increased from $3.00 <br />per bill to 1 of the amount collected. He further told the Board that after a meeting <br />between himself, County Manager William Cowan and City Manager Leonard Barefoot, <br />an agreement was reached to charge the City of Sanford 1% of the amount collected for <br />this year and 1 %2% for future years. Mr. Kelley stated that Broadway Town Manager <br />Bob Stevens has agreed to the same agreement requested for the City of Sanford. After <br />some discussion, Commissioner Paschal moved to approve agreements between the <br />County of Lee, City of Sanford and Town of Broadway for the collection of taxes, a <br />copy of which is attached to these minutes and by this reference made a part hereof. <br />Upon a vote, the results were as follows: <br />Aye: Adams, Hincks, Lemmond, Matthews, Paschal, Reives, and Sauls <br />Nay: None <br />The Chairman ruled the motion had been adopted unanimously. <br />Tax Administrator Roger Kelley gave the Board an update on the revaluation <br />process. No action was taken on the matter. <br />The Board considered a voting delegate for the NACo Conference scheduled for <br />Philadelphia, Pennsylvania in July.
