0 COOK '18 PvGF 489 OII <br />RESOLUTION REDEFINING ELECTORIAL DISTRICT BOUNDARIES <br />BY LEE COUNTY BOARD OF COMMISSIONERS <br />WHEREAS, the Lee County Board of Commissioners adopted a resolution on <br />June 26, 1989, altering the structure of the Board of Commissioners to provide that it <br />consist of seven (7) members, four (4) of whom shall be elected from single-member <br />districts by the voters of those districts, and three (3) of whom shall be elected by all of <br />the voters of the County; and <br />WHEREAS, one of the stated aims for altering the stnrcture of the Board was to <br />increase the opportunity for black voters to elect a candidate of their choice on the Board; <br />and <br />WHEREAS, the single-member districts as established by the June 26, 1989 <br />resolution were based upon 1980 census data; and <br />WHEREAS, analysis of the 1990 census data revealed there was a substantial <br />inequality of population among the districts and the Board, acting pursuant to N.C. Gen. <br />Stat. §153A-22, redefined the electoral districts in the manner prescribed by law by <br />resolution adopted on October 18, 1993; and <br />WHEREAS, analysis of the 2000 census data reveals there is a substantial <br />inequality of population among Districts 1 and 3 and the Board so finds as a fact that <br />such a condition exists; and <br />WHEREAS, N.C. Gen. Stat. §153A-22 provides that when such inequality of <br />population among electoral districts exists, that the Board of Commissioners may, by <br />resolution, redefine the electoral districts; and <br />WHEREAS, a public hearing has been held on this date after ten (10) days <br />notice was given; and <br />WHEREAS, in keeping with the doctrine of one person-one vote, the Board of <br />Commissioners feels that it is necessary to redefine Electoral Districts 1 and 3; and <br />NOW, THEREFORE, BE IT RESOLVED by the Lee County Board of <br />Commissioners as follows: <br />Section 1: That Section 3 of the resolution altering the structure of the Board <br />adopted on June 26, 1989 as amended by the resolution adopted on October 18, 1993 is <br />amended by deleting the present provisions describing Districts 1 and 3 and inserting in <br />lieu thereof the following: <br />DISTRICT 1: Includes all persons residing within the boundaries of the <br />area beginning at a point at the intersection of Weatherspoon Street and First Street, <br />
