Upon a vote, the results were as follows: <br />Aye: Adams, Hincks, Lemmond, Matthews, Paschal, Reives, and Sauls <br />Nay: None <br />The Chairman ruled the motion had been adopted unanimously. <br />Chairman Hincks opened the public hearings that had been advertised for this date <br />and time. <br />The Clerk of the Board of Commissioners reported to the Board of <br />Commissioners that the bond order entitled, "BOND ORDER AUTHORIZING THE <br />ISSUANCE OF 510,200,000 GENERAL OBLIGATION REFUNDING BONDS OF <br />THE COUNTY OF LEE," which had been introduced on August 20, 2001, had been <br />published on August 23, 2001, with notice that the Board would hold a public hearing <br />thereon on September 4, 2001, at 9 o'clock A.M. The Clerk of the Board of <br />Commissioners also reported that the County's Finance Officer had filed in the Clerk's <br />office a statement of debt complying with the provisions of The Local Government Bond <br />Act, and such statement as filed showed the net indebtedness of the County to be 1.05% <br />of the appraised valuation of property in the County subject to taxation. <br />Commissioner Matthews moved that the Boad of Commissioners proceed to hold <br />a public hearing on the refunding bond order. The motion was seconded by <br />Commissioner Lemmond and was unanimously adopted. <br />At 9 o'clock A.M., the Chairman of the Board of Commissioners announced that <br />the Board would hear anyone who wished to be heard on the questions of the validity of <br />the refunding bond order and the advisability of issuing the refunding bonds. Al the <br />direction of the Chainnan of the Board of Commissioners, the Clerk of the Board of <br />Commissioners read the refunding bond order and the published notice of hearing. <br />After the Board had heard all persons who requested to be heard in connection <br />with the foregoing questions, Commissioner Lemmond moved that the public hearing be <br />closed. The motion was seconded by Commissioner Sauls and was unanimously <br />adopted. <br />Commissioner Paschal moved that the Board of Commissioners of the County of <br />Lee adopt, without change or amendment, and direct the Clerk of the Board of <br />Commissioners to publish as prescribed by The Local Government Bond Act the bond <br />order entitled, "BOND ORDER AUTHORIZING THE ISSUANCE OF 510,200,000 <br />GENERAL OBLIGATION REFUNDING BONDS OF THE COUNTY OF LEE," <br />4 <br />
