0 0 <br />6u0i( i8 mE 649 0 05 <br />The board considered an interlocal agreement with the City of Sanford for <br />operation and maintenance of the sewer line at the new industrial park. Economic <br />Development Director Bob Hems told the board that the County would install an <br />outfall line, lift station, and force main to serve approximately 2,200 acres of land <br />adjacent to the Lee County Industrial Park. The County will provide funds for the <br />project and will own the lines and the City of Sanford will maintain and operate the <br />system. After some discussion, Commissioner Matthews moved to approve an <br />interlocal agreement between the City of Sanford and the County ofLee for operation <br />and maintenance of the sewer line at the new Lee County Industrial Park, a copy of <br />which is attached to these minutes and by this reference made a part hereof. Upon a <br />vote, the results were as follows: <br />Aye: Adams, Hincks, Lemmond, Matthews, Paschal, Reives, and Sauls <br />Nay: None <br />The Chairman ruled the motion had been adopted unanimously. <br />The board considered engineering contracts for the new industrial park. <br />Economic Development Director Bob Heuts told the board that he had received four <br />proposals for the design of a sewer system and road for the new industrial park. <br />Proposals were received from the following: <br />Ken Bright & Associates, Sanford, NC <br />Dixon Gibson, MS Consultants, Sanford, NC <br />Black & Veatch, Raleigh, NC <br />McKim & Creed, Cary, NC <br />Mr. Heuts told the board that lie, Lee County Public Works Director Kenny Cole and <br />Sanford Chief Engineer Vic Czar had reviewed the proposals. After careful review of <br />the proposals and interviews to make sure the scope of services were defined, the <br />committee recommends that Dixon Gibson MS Consultants be awarded the bid. He <br />further told the board that this firm has the experience, has access to additional <br />resources through consultants in other offices to properly perform the work and <br />complete the project on time. The firm proposes to perform the work on a per hourly <br />basis based on set fees for personnel, not to exceed $ 150,000. After much discussion, <br />Commissioner Adams moved to accept the recommendation of the committee to <br />award the bid to Dixon Gibson MS Consultants, not to exceed $150,000. Upon a <br />vote, the results were as follows: <br />Aye: Adams, Hincks, Matthews, Paschal, Reives, and Sauls <br />Nay: Lemmond <br />The Chairman ruled the motion had been adopted by a six to one vote. <br />'rhe board considered a request to abandon a portion of SR 1333 (Westover <br />Drive) from the State Maintained System.
