099 <br />ac x r"-CE 660 <br />Points of Agreement for Construction of the Industrial Park Outfall Sewer Line <br />1. County will provide cost of outfall line, lift station, and force main. County will own the lift <br />station, outfall and force main as shown on Exhibit A. <br />2. City will maintain and operate the system shown on Exhibit A- <br />3. Economic Development Corporation will facilitate the employment of an engineer who will <br />design sewer lines and lift station to City specifications. <br />4. City will acquire all easements and property for the lift station County will reimburse the <br />City for such costs in exchange for the right to install the sewer limes and lift station on this <br />property. <br />5. The City will install, own and operate all extensions and taps (sewer connections) off the <br />system shown in Exhibit A and will not need permission for such extensions or taps from <br />County except that the City will collect and pay to the County the assessment as per this <br />agreement. <br />6. The City will receive all revenue from the regular sewer charges. In addition, the City will <br />receive a portion of the acreage assessment to supplement maintenance costs during the first <br />few years when the flow is less than 200,000 gpd. An average daily flow of 200,000 gallons <br />will be required to fully offset the estimated $75,000 cost of maintenance for the outfall line <br />and lift station <br />7. The acreage assessment will be set by dividing the County's cost of installing sewer by 2,200 <br />acres and multiplying by 3 to cover reimbursement to the County for installation of sewer <br />lines and to the City for maintenance. The total assessment costs will he shared annually <br />between the City and the County with the City receiving 1/3 until the City is compensated for <br />its maintenance. Once the flow reaches an average of 200,000 gpd, the City will no longer <br />receive any portion of the assessment. Once the County has received reimbursement for its <br />cost, the ownership of the system shown in Exhibit A will go to the City. Once the County <br />and City have been fully compensated, the assessments will no longer be collected and this <br />contract will terminate. <br />8. The assessment will apply only to those properties which will be served by the lift station <br />through gravity feed. Properties outside the estimated 2,200 acre area or those requiring <br />additional lift stations will not be assessed. <br />9. The assessment will be charged on the entire acreage of the property as shown on the deed of <br />the sewer petitioner. <br />10. Where applicable, the economic incentives given by the County and/or the City to industry <br />may be used to pay the assessments- <br />11. City may purchase the system shown on Exhibit A at any time upon payment to the County <br />the remaining debt on the system. <br />.hme 12, 2001 <br />
