Fs~O s 9 mu 695 9 0 4 <br />Aye: Adams, Hincks, Lemmond, Matthews, Paschal, Reives, and Sauls <br />Nay: None <br />The Chainnan ruled the motion had been adopted unanimously. <br />The board conducted ajoint public hearing with the Lee County Planning Board. <br />Planner Althea Thompson outlined the petition by Paul Sarazen to rezone a .97 acre lot <br />located at 3137 Hawkins Avenue from Highway Commercial District to Light Industrial <br />District. <br />Paul Sarazen of 3040 J Walnut Creek Parkway, Raleigh, North Carolina, spoke in <br />favor of the rezoning request. <br />No one spoke in opposition to the request. <br />Chairman Hincks closed the public hearing and Planning Board members and <br />staff left the meeting to discuss the matter. <br />The board considered a Joint Use Agreement between Parks & Recreation and the <br />Lee County Schools. Recreation Director John Payne asked that the board consider the <br />renewal of the joint agreement that establishes priorities for use of all athletic school <br />facilities. He stated that it would also establish Parks and Recreation as the contact point <br />for scheduling community use of school athletic facilities with the exception of Lee <br />Senior High School. After some discussion, Commissioner Sauls moved to approve the <br />Joint Use Agreement between Parks & Recreation and the Lee County Schools, a copy of <br />which is attached to these minutes and by this reference made a part hereof. County <br />Attorney K. R. Hoyle told the board that Mr. Isreal Lucas had made an offer of 53,500 <br />for a vacant lot located at 413 Maple Avenue and Ms. Addie Reives had made an offer of <br />5800 for a vacant lot on Railroad Street. "file board declared both pieces of property <br />surplus at the October 22, 2001, meeting and authorized the sale of the properties using <br />the upset bid procedure. A public notice to purchase the properties was published on <br />November 8, 2001, in the local newspaper and no increased bid was received within the <br />time allowed by law. Mr. Hoyle stated that the board could either accept or reject the <br />offers in accordance with the resolution authorizing the sale of the property. After sonic <br />discussion, Commissioner Matthews moved to accept both bids and authorize the sale of <br />property located at 413 Maple Avenue and the vacant lot on Railroad Street.
