H0 ~w 9 FwGE <br />Aye: Adams, Hincks, Lemmond, Mathews, Paschal, Reives, and Stevens <br />Nay: None <br />The Chairman ruled the motion had been adopted unanimously. <br />Chairman Hincks asked County Attorney K. R. Hoyle to draft a letter to local <br />legislators asking that some leeway be given so that low bids might be overturned in <br />order to help keep local money within the county. <br />The board considered a PARTF grant application for the Parks and Recreation <br />Department. Parks and Recreation Director John Payne told the board he would like to <br />apply to the N.C. Parks and Recreation "Crust Fund for a grant to develop a nineteen (19) <br />acre soccer field on property that is currently owned by The Sanford Optimist Club at the <br />end of Wilkins Drive adjacent to the Waste Management transfer station. He told the <br />board that this property lies along the Big Buffalo Creek, which has been identified in the <br />long-range plans for a greenway corridor. He also told the board that The Sanford <br />Optimist Club is willing to donate the property to the county provided the grant is <br />approved and funded through the N.C. Parks and Recreation Trust Fund. The market <br />value of the donated property can be used as a matching portion required by the grant. A <br />county match of S13,250 would be needed to construct only the fields and restrooms. To <br />develop the project with all the amenities, a county match of $45,920 would be needed. <br />After some discussion, Commissioner Paschal moved to apply to the N.C. Parks and <br />Recreation Trust Fund and allocate $45,920 as the county's match for this project. After <br />further discussion, Commissioner Paschal amended his motion to apply to the N.C. Parks <br />and Recreation Trust Fund for construction of the fields and restrooms (513,250 county <br />match) and for Mr. Payne to report back to the board if the application is approved. <br />Upon a vote, the results were as follows: <br />Aye: Adams, Hincks, Lemmond, Matthews, Paschal and Stevens <br />Nay: Reives <br />The Chairman ruled the motion had been adopted by a six to one vote. <br />The board considered bids for the new Telecommunications building for Central <br />Carolina Conmmunity College. Finance Director Lisa Minter told the board that she had <br />received the following bids: <br />BB&T Governmental Finance 4.19% <br />Wachovia Bank 3.96% <br />Commissioner Adams moved to accept the low bid from Wachovia Bank at 3.96% for a <br />15-year agreement. Upon a vote, the results were as follows: <br />Aye: Adams, Hincks, Lemnnond, Matthews, Paschal, Reives, and Stevens <br />Nay: None <br />6 <br />
