bco,; 9 ME 86 <br />• Resolution for the construction of a new North Carolina School of <br />Telecommunications building (copy attached) <br />Upon a vote, the results were as follows: <br />Aye: Adams, Hincks, Lenmrond, Matthews, Paschal, Reives, and Salds <br />Nay: None <br />The Vice Chairman ruled the motion had been adopted unanimously. <br />Elizabeth Rosser, President of the local FFA and 4-H member gave the board a <br />short presentation on "Agriculture The Next Generation" which will be the theme for the <br />annual Farm-City Week that will be observed November 22-28, 2002. Justin Dycus read <br />the Farm-City proclamation, and Stacy Neal extended invitations for the Farm-City <br />Banquet that will be held on Monday, November 25, 2002, at the McSwain Extension <br />Education & Agriculture Center. Commissioner Paschal moved to approve the Farm-City <br />proclamation, a copy of which is attached to these minutes and by this reference made a <br />part hereof. County Manager William Cowan <br />told the board that since a public hearing had been held at the last meeting, the board could <br />now adopt the Schedule of Values. Commissioner Matthews moved to approve the <br />resolution adopting the Schedule of Values, a copy of which is attached to these minutes <br />and by this reference made a part hereof. Upon a vote, the results were as follows: <br />Aye: Adams, Hincks, Lemmond, Matthews, Paschal, Reives, and Sauls <br />Nay: None <br />The Vice Chairman ruled the motion had been adopted unanimously. <br />The board considered a request for a refund of real estate taxes. County Attorney <br />K. R. Hoyle told the board that due to a computer error Attorney Robert Gilleland overpaid <br />taxes on a recent real estate transaction for Green Valley Florist, Inc. He told the board that <br />5500.00 was paid instead of the required $300.00. According to General Statute 105- <br />228.37 the board must conduct a hearing on the matter before a refund can be made. Mr. <br />Hovle told the board that a corrected deed must be recorded before reimbursement could be <br />made. After some discussion, Commissioner Adams moved for County Attorney K. R. <br />Hoyle to draw an order for the Finance Office to refund the $200.00 after Attorney <br />Gilleland has filed the corrected deed. Upon a vote, the results were as follows: <br />
