As outlined in the law, four core functions that the RPO will <br />perforni and provide are as follows: <br />• Developing, in cooperation with the department, long-range local and <br />regional multi-model transportation plans <br />• Providing a forum for public participation in the transportation planning <br />process <br />• Developing and prioritizing suggestions for projects that the organization <br />believes should be included in the State's Transportation Improvement <br />Program <br />• Providing transportation-related information to local governments and other <br />interested organizations and persons <br />Mr. Shoats told the board that $5,000 is available from the Rural Center toward a match <br />and Triangle J will pick up the balance, which means there will be no local match required <br />for the first year. After sonic discussion, Commissioner Matthews moved to approve a <br />Memorandum of Understanding of a Rural Transportation Planning Organization between <br />Lee, Chatham, Moore and Orange Counties. Upon a vote, the results were as follows: <br />Aye: Adams, Hincks, Lenvnond, Matthews, Paschal, Reives, and Sauls <br />Nay: None <br />The Chairman ruled the motion had been adopted unanimously. <br />The board considered a resolution to appoint Animal Control Officers as Dog <br />Wardens. Health Director Mike Hanes told the board that the Board of Health endorsed <br />the Animal Control Officers being appointed Dog Wardens at their June 5, 2002, meeting. <br />He stated that the powers and duties for this classification are outlined in North Carolina <br />General Statute §67-31. Commissioner Adams moved to approve a resolution to appoint <br />Lee County Animal Control Officers as Dog Wardens, a copy of which is attached to these <br />minutes and by this reference made a part hereof. Upon a vote, the results were as follows: <br />Aye: Adams, Hincks, Lemmond, Matthews, Paschal, Reives, and Sauls <br />Nay: None <br />The Chairman ruled the motion had been adopted unanimously. <br />The board considered proposals for the household hazardous waste collection day, <br />which will be held on Saturday, October 12, 2002, at the Dennis Wicker Civic Center from <br />9:00 a.m. - 1:00 p.m. Solid Waste Superintendent Joe Cherry told the board that he had <br />received proposals from the following companies: <br />ECOFLO, Inc., Greensboro, NC <br />Safety-Kleen, Inc., Reidsville, NC <br />Clean Harbors Environmental Services, Raleigh, NC <br />4 <br />
