t OX IS FNGE 97~ <br />Commissioner Reives discussed with Health Director Mike Hanes an issue <br />concerning wandering dogs and cows on Nickelson and Saunders Roads. Mr. Hanes was <br />to check into the matter and report back to Commissioner Reives. <br />Highway Patrolman Tim Bolduc gave the board a presentation on Community <br />Awareness and answered questions from various board members. <br />The board considered a contract with Justice Benefits Inc. (JBI). Sheriff Billy <br />Bryant recommended to the board that the County enter into a contract with JBI to <br />determine if Lee County has a claim under Federal Financial Participation (FFP) for <br />housing illegal aliens. As compensation for its services, JBI would receive 22% of any <br />revenue paid to Lee County that are a direct result of its services. Sheriff Bryant told the <br />board that this arrangement would not cost the County any money and the county could <br />receive as much as $4,000-$54,000, depending on reports received from other counties <br />that are currently doing business with JBI. He further stated that any money returned to <br />the County would go into the General Fund account. After some discussion, <br />Commissioner Sauls moved to approve an agreement for professional services between <br />the County of Lee and Justice Benefits, Inc., and a resolution authorizing the execution <br />and delivery of a contract for professional services, copies of which are attached to these <br />minutes and by this reference made a part hereof. Upon a vote, the results were as <br />follows: <br />Aye: Adams, Hincks, Lenumond, Matthews, Paschal, Reives, and Sauls <br />Nay: None <br />The Chairman ruled the motion had been adopted unanimously. <br />Tax Administrator Roger Kelley gave the board an update on the upcoming <br />countywide revaluation process. He told the board that his department is approximately <br />2/3 complete with the process that will be completed by July 1, 2003. He stated that he <br />also hoped to have the Schedule of Values ready for the board at their next meeting in <br />August. <br />The board considered a request from the Cape Fear River Assembly. In a letter to <br />the County Manager from City Manager Leonard Barefoot, Mr. Barefoot proposed that <br />the City of Sanford, County of Lee, and the Town of Broadway enter into membership <br />with the Cape Fear River Assembly. His letter stated that according to the Assembly <br />formula, Broadway would pay S37, Sanford $1,527, and Lee County $1,084 of the annual <br />fee that is $2,648. After some discussion, Chainnan Hincks moved not to enter into the <br />membership. After further discussion, Chairman Hincks withdrew his motion. After still <br />further discussion, the board, by consensus, decided to table the matter until the August <br />meeting and get additional information comparing what the Cape Fear River Assembly <br />and the North Carolina Department of Environment & Natural Resources do. No action <br />was taken on the matter. <br />3 <br />
