Lf 8'0 <br />a~o;c ~8 <br />Chairman Hincks closed the public hearing. <br />Chairman Hincks opened the public hearing as advertised for this date and time to <br />hear comments from the public concerning the County Manager's recommended budget for <br />2002-2003. Mr. James McGhee of 222 Beale Drive, Broadway, North Carolina, spoke on <br />behalf of the Lee County Arts Council. <br />Chairman Hincks closed the public hearing. <br />Chairman Hincks opened joint public hearings with the Lee County Planning Board <br />as advertised for this date and time. <br />The first item considered was a road-naming petition to rename ROD Sullivan Road <br />to Capt. ROD Sullivan Road. The following individuals spoke in favor of the petition: <br />Alvis B. Clegg, Jr. 1305 Pitkin Ct., Raleigh, NC <br />Lewis Riddle 587 Badders Road, Sanford <br />The following individuals spoke in opposition to the petition: <br />Denise Spartz 117 ROD Sullivan Road <br />Dan Swanson 1601 Tomberlin Road (Airport Manager) <br />The second petition was submitted by Dale Kelly to rezone 1.29 acres of land at <br />5054 Highway 87 South from Residential Restricted District to Residential Agricultural <br />Conditional Use District, for the location of an automotive machine shop. County Attorney <br />K. R. Hoyle outlined the Conditional Use procedure and Clerk to the Board Gaynell Lee <br />administered the oath to Mr. Kelly. Attorney Eddie Winstead represented Mr. Kelly and <br />asked questions concerning the petition and what he proposed to do with the property. <br />No one spoke in opposition to the petition but Jim Reeder of 3101 Fairway Woods, <br />Caroline Trace had concerns about the noise of engines. Mr. Kelly stated that engines <br />would not be tested at the site. <br />Planner Althea Thompson outlined the third and final matter concerning an <br />amendment to the Lee County Zoning Ordinance by deleting temporary banners in public <br />right-of-ways and the adding of new sections on "Prohibited Signs and Devices" and <br />"Enforcement." <br />No one present spoke in favor of the amendment. <br />Attorney Eddie Winstead stated that he understood over a year ago that there <br />would be a uniform ordinance (city and county) that would address this matter. He also <br />stated that he felt business owners should be contacted to see how they feel about changing <br />the ordinance. <br />5 <br />
