BGJ; 8 P!CF 3 <br />MINUTES FROM THE SPECIAL MEETING <br />OF THE <br />BOARD OF COMMISSIONERS <br />FOR THE <br />COUNTY OF LEE, STATE OF NORTH CAROLINA <br />MAY 13, 2002 <br />The Special Budget Work Session of the Board of Commissioners for the County <br />of Lee, State of North Carolina, convened at 8:00 a.m. in the Gordon Wicker Community <br />Conference Room, Lee County Government Center, 106 Hillcrest Drive, Sanford, North <br />Carolina. Commissioners present were W. Chad Adams, Herbert A. Hincks, Jerry M. <br />Lemmond, Bertha L. Matthews, Nathan E. Paschal, Robert T. Reives, and John L Sauls. <br />Chairman Hincks called the meeting to order and the following business was <br />transacted. <br />Commissioner Sauls delivered the invocation. <br />County Manager William Cowan went over his recommendations for the five- <br />year Capital Improvements Plan for 2002 - 2007. The total projects as outlined by <br />various departments and agencies in the County total $83,965,729. No action was taken <br />on the matter. <br />Commissioner Reives expressed concerns that Economic Development does not <br />promote the 11-15 acres of land located at the Wicker School site. After some <br />discussion, Commissioner Sauls was asked to address this matter with Economic <br />Development Director Bob Hems. <br />The board discussed the new Animal Control shelter. County Manager William <br />Cowan told the board that the County has been billed $21,000 to date for the new <br />building that has been constructed and is ready for delivery. He told the board that there <br />is no cancellation clause or contract for the building on Deep River Road. After some <br />discussion, Commissioner Adams stated that he would meet with San Lee Humane <br />Society board members to discuss leasing their current building. He will report back to <br />the board at a later time. <br />The board discussed various department budgets and compiled a list of items that <br />will be considered at the next budget work session that will be held after the public <br />hearing that is scheduled for May 20, 2002. <br />Commissioner Adams moved to adjourn the meeting. Upon a vote, the results <br />were as follows: <br />
