1~UVI\ L PAGE S <br />Tax Administrator Roger Kelley discussed with the board how his office calculates <br />"fair market value" for used automobiles. He explained that Lee County subscribes to a <br />service from TEC that produces a "values schedule guideline" that shows low, medium and <br />high values for automobiles. He told the board that Lee County uses the low value when <br />calculating prices. After some discussion, Commissioner Reives asked that Mr. Kelley <br />place a copy of these guidelines at the Lee County Library for public use. <br />Commissioner Matthews asked that the board considered a zoning matter for <br />property located on Hwy. 1 South that belongs to Mrs. Helen Cooper. She told the board <br />that Mrs. Cooper owns approximately one acre of land, which contains a home and store. <br />Mrs. Cooper wishes to subdivide the land and sell the portion where the store is located. <br />She asked that Planner Althea Thompson be allowed to contact the institute of Government <br />to see if this property could be divided. <br />Commissioner Reives discussed with the board House Bill 381 which was approved <br />by the General Assembly in the last session, which makes major changes to the state <br />mental health system. Mr. Reives stated, "this issue is not going to go away. It is a very <br />serious issue for local boards." He told the board that on April 15 a citizens' petition <br />against this bill would be entertained in Harnett County. A public forum on this Bill will <br />be held May 2, 2002, at 6:00 p.m. at the Dennis Wicker Civic Center and he encouraged all <br />board members to attend. After some discussion, Commissioner Reives moved that the <br />board send a resolution to our local delegation, elected officials in Raleigh, and the County <br />Commissioners Association asking that Lee County be exempted from this Bill. Upon a <br />vote, the results were as follows: <br />Aye: Adams, Hincks, Lemmond, Matthews, Paschal, and Reives <br />Nay: None <br />Absent: Sauls <br />The Chairman ruled the motion had been adopted unanimously. <br />The board considered appointments to the Rest Home/Nursing Home Advisory <br />Board. Commissioner Paschal moved to appoint Ginny Pembleton, Annie Lynn Sessoms, <br />and Beverly Tippett to the above board. Upon a vote, the results were as follows: <br />Aye: Adams, Hincks, Lemmond, Matthews, Paschal, and Reives <br />Nay: None <br />Absent: Sauls <br />The Chairman ruled the motion had been adopted unanimously. <br />Commissioner Paschal moved to open a public hearing that had been advertised for <br />this date and time concerning the Rural Operating Assistance Program (ROAD). Senior <br />Services Director Debbie Davidson told the board the application covered funding from the <br />North Carolina Department of Transportation to fund the Elderly and Disabled <br />Transportation Program, Work First/Employment Transportation Program, and Rural <br />3 <br />
