B51%, 1V PAGE 47 <br />005 <br />Shelia Sloan of 313 Edgewater Drive, Broadway, spoke in favor of the petition. <br />No one spoke in opposition to the petition request. <br />Mrs. Thompson outlined the second petition by RWB Inc. to rezone approximately <br />23.19 acres of land at 5107 Center Church Road from Residential Agricultural District to <br />Residential Restricted District. <br />Rex Brown owner of RWB Inc., 7301 Villanow Drive, spoke in favor of the <br />petition. <br />County Attorney K. R. Hoyle read of letter from Mr. Harold Thomas of 4249 <br />Center Church Road opposing the petition. <br />Chairman Hincks closed the public hearings. <br />Finance Director Lisa Minter gave the board a report on current budget problems <br />the County is facing which include: <br />• Sales tax shortfall estimated at $255,000 <br />• Investment earnings projected at $220,000 below budget <br />• Funds escrowed by Governor Mike Easley totaling $555,129 <br />• Medicaid costs projected at $400,507 over budget <br />County Manager William Cowan told the board that the possible shortfall amounts to a <br />S345,000 operational deficit, which is over the board's discretionary spending, and is <br />money for nonessentials that can easily be cut from the budget. After much discussion, <br />Commissioner Reives authorized that County Manager William Cowan cut 1.5% from all <br />departments, including the schools and Central Carolina Community College, and report to <br />the board at the next meeting on these results. Upon a vote, the results were as follows: <br />Aye: Adams, Hincks, Len uond, Matthews, Paschal, Reives, and Sands <br />Nay: None <br />The Chairman ruled the motion had been adopted unanimously. <br />The board considered a resolution asking that Governor Easley delay the inventory <br />tax reimbursement schedule for April. Commissioner Adams moved to approve the <br />following resolution and forward a copy to the North Carolina County Commissioners <br />Association and local delegates: <br />WHEREAS, the Governor has taken steps to delay or sequester the inventory tax <br />reimbursements scheduled for April 30, 2002; and, <br />WHEREAS, such revenues were included in the budget adopted by the Board of <br />Commissioners for the current fiscal year; and, <br />5 <br />
