Mr. Hall proposed that Lee County partner with Cooperative <br />Extension in Harnett County to create a two county Agricultural Agent position to provide <br />educational programs for Lee and Harnett County fanners. Major program areas will <br />include tobacco, cotton, soybeans, corn, small grain production, and pesticide education. <br />This position will be funded 50% from the State, 30% from Harnett County, and 20% from <br />Lee County. He also asked that Lee County create an Area Agricultural Agent position to <br />provide educational programs for livestock producers in Lee, Harnett, and Cumberland <br />Counties. Areas of responsibility in this program would include beef cattle, swine, sheep, <br />goats, horses, forage crop production, and animal waste management. The position would <br />be funded 40% from the State, 20% from Lee County, 20% from Harnett County, and 20% <br />from Cumberland County. Commissioner Adams moved to approve both of Mr. Hall's <br />recommendations to partner with Harnett and Cumberland Counties for these positions. <br />Upon a vote, the results were as follows: <br />Aye: Adams, Hineks, Lemmond, Matthews, Paschal, Reives, and Sauls <br />Nay: None <br />The Chairman ruled the motion had been adopted unanimously. <br />The board considered matters relating to the Health Department. Health Director <br />Mike Hanes asked that the board approve a federally funded "Health Check" position in his <br />department for FY 2002-2003. This position would coordinate care for all Medicaid and <br />Health Choice recipients ages 0-20, handle outreach to generate appropriate and needed <br />health-care referrals, increase Medicaid and Health Choice clients if the department begins <br />a Primary Care program, and provide increased community interaction and positive public <br />relations for the agency. He also told the board that federal monies for this position are felt <br />to be secure over a long period of time and no county money would be required. After <br />some discussion, Commissioner Sauls moved to approve the federally funded "Health <br />Check" position for FY 2002-2003. Upon a vote, the results were as follows: <br />Aye: Adams, Hincks, Lemmond, Matthews, Paschal, Reives, and Sauls <br />Nay: None <br />The Chairman ruled the motion had been adopted unanimously. <br />Mr. Hanes further discussed with the board the filling of the dentist position at the <br />Children's Dental Clinic. He told the board that after interviewing many dentists over the <br />past several months, he had been unable to fill this position due to the salary. Current <br />salary range for this position is $60,000 - $84,600 per year and Mr. Hanes feels that he <br />could hire a permanent dentist if he could increase the starting salary to $90,000 - $95,000 <br />per year. Mr. Hanes asked that the board allow him to negotiate "off scale" for this <br />position and bring a recommendation back to the board before hiring an individual. After <br />much discussion, Commissioner Lemmond moved to authorize Mr. Hanes to interview and <br />negotiate a salary above the $84,600 per year hiring rate, negotiate a contract if needed, and <br />3 <br />
