Upon a vote, the results were as <br />follows: <br />Aye: Adams, Hincks, Lemmond, Matthews, Paschal, Reives, and Sauls <br />Nay: None <br />The Chairman ruled the motion had been adopted unanimously. <br />Mrs. Thompson told the board that the Planning Board recommended approval of a <br />preliminary plat for Twins Peak V Subdivision located on Minter School Road. <br />Commissioner Lemmond asked that he be allowed to abstain from voting since the <br />subdivision in question belongs to he and his brother. By general consensus, the board <br />agreed to allow Commissioner Lemmond to abstain from voting. Commissioner Reives <br />moved to approve the recommendation of the Planning Board. Upon a vote, the results <br />were as follows: <br />Aye: Adams, Hincks, Matthews, Paschal, Reives, and Sauls <br />Nay: None <br />Abstain: Lemmond <br />The Chairman ruled the motion had been adopted unanimously. <br />The board considered a request for proposals for the FY 2002 Community <br />Development Block Grant (CDBG) Project. Plainer Karen Jones told the board that her <br />office had submitted proposals on January 15, 2002, along with an advertisement in The <br />Sanford Herald to provide administrative services for the CDBG Project. The following <br />proposals were received and reviewed by a review committee: <br />Benchmark, LLC $ 50,000 <br />Kannapolis, NC <br />Holland Consulting Planners $ 54,740 <br />Wilmington, NC <br />Hobbs, Upchurch & Associates S56,500 <br />Southern Pines, NC <br />The Wooten Company S60,000 <br />Raleigh, NC <br />Ms. Jones told the board that all four firms that submitted proposals are very comparable in <br />their proposals and qualifications. After sonic discussion, Ms. Jones recommended that the <br />firm of Benchmark, LLC be awarded the proposal. Commissioner Sauls moved to accept <br />the recommendation of Ms. Jones to award the contract to Benchmark, LLC.
