Chairman <br />Hincks moved to approve the Capital Project Budget Ordinance as presented, a copy of <br />which is attached to these minutes and by this reference made a part hereof. Upon a vote, <br />the results were as follows: <br />Aye: Adams, Hincks, Lemmond, Matthews, Paschal, Reives, and Stevens <br />Nay: None <br />The Chairman ruled the motion had been adopted unanimously. <br />The Board considered meeting dates for the month of January 2004. By <br />consensus, the Board agreed to hold one meeting at 9:00 o'clock a.m. on Monday, <br />January 12, 2004, and public hearings at 7:00 o'clock p.m. <br />The Board considered a deed for the former DMV building site on old Carbonton <br />Road. County Attorney K. R. Hoyle told the Board that as a part of the negotiations with <br />the N. C. Department of Transportation, the County needs to execute a deed conveying to <br />the Department of Transportation the lands that were inadvertently conveyed to the <br />County which lie entirely within the right of way of U.S. Highway No. 1. He stated that <br />this deed, along with another Deed of Conveyance to the State and the Department of <br />Transportation, which will be executed by the Council of State, would clear up the <br />boundaries and get title to the County for the entire tract that was formerly the DMV site. <br />Commissioner Adams moved to approve the Deed for the former DMV building site as <br />presented by Mr. Hoyle. Upon a vote, the results were as follows: <br />Aye: Adams, Hincks, Lemmond, Matthews, Paschal, Reives, and Stevens <br />Nay: None <br />The Chairman ruled the motion had been adopted unanimously. <br />The Board considered a letter received in mid-November from City Manager <br />Leonard Barefoot concerning minimum housing code enforcement. County Manager <br />William Cowan outlined the letter, which stated that the current planning contract with <br />the city does not include enforcement of minimum housing. After some discussion, <br />Commissioner Adams moved that the matter be deferred until the next budget cycle. <br />Upon a vote, the results were as follows: <br />Aye: Adams, I-Fucks, Lemmond, Matthews, Paschal, Reives, and Stevens <br />Nay: None <br />The Chairman ruled the motion had been adopted unanimously. Mr. Hincks <br />asked that a meeting be set up with him, Mr. Cowan, City Manager Leonard Barefoot, <br />and City Mayor Winston Hester to discuss the matter. <br />Commissioner's Matthews and Lemmond discussed with the Board various <br />railroad tracks, especially the one in the Lemon Springs Community that are in need of <br />9 <br />
