AOL <br />0 130-01A, 19 P,'.GF 679 <br />The Board considered a request from the Lee County Board of Education for <br />S81,600. School Superintendent Dr. Barry Aycock told the Board that the State of North <br />Carolina has mandated that local governments establish a monitoring and control <br />program for fats, oils, and grease. This mandate was issued to comply Nvith federal and <br />state laws associated with the "Clean Water Acts." He told the Board that the City of <br />Sanford has established a "Fats, Oils, and Grease Elimination Program" to comply with <br />the mandate and would require that grease traps be built of East Lee Middle School, West <br />Lee Middle School, and Lee County High School. He further stated that the schools must <br />comply with the city ordinance by July 1, 2004. Dr. Aycock stated that lie and his staff <br />were Unaware of the city ordinance when the school budget was prepared and approved <br />for the current year; therefore, no funds were requested for the grease traps. After some <br />discussion, Commissioner Paschal moved to approve the request from the Lee County <br />Board of Education for 581,600 for the installation of grease traps at the three mentioned <br />schools. Upon a vote, the results Were as follows: <br />Aye: Adams, Flincks, Lemmnond, Matthews, Paschal, Rcives, and Stevens <br />Nay: None <br />The Chairman ruled the motion had been adopted unanimously. <br />Bob Nelson from Dixon Odonn PLLC gave the Board a report on the annual Lee <br />County audit. No action was taken on the matter. <br />The Board considered a Deed of Gift for land located on South Wicker Street. <br />Dr. Paul Howard told the Board that he and his wife wished to donate approximately 4.8 <br />acres of land on South Wicker Street to the County to be used for the "Greenway" <br />project. Commissioner Adams moved to accept the donation of 4.8 acres of land from Dr. <br />Paul and Barbara Howard. Upon a vote, the results were as follows: <br />Aye: Adams, Hincks, Lemnnond, Matthews, Paschal, Reives, and Stevens <br />Nay: None <br />The Chairman ruled the motion had been adopted unaninously. <br />Parks and Recreation Director John Payne gave the Board an update on the <br />seventeen (17) mile "Greenway" project and answered questions from Board members. <br />The Board considered matters pertaining to the Tax Office. Tax Administrator <br />Kep Kepley told the Board that South Atlantic Conference of Seventh Day Adventist/Mt. <br />Sinai SDA Church had tiled a late 2002 and 2003 application for exemption. After some <br />discussion, Chairman Hincks moved that the 2002 application be denied per General <br />Statute 105-282.1(a5), and approve the 2003 application for exemption.
