This work will include coordination with the Lee County <br />Project Advisory and Selection Committee and Lee County staff <br />o CMR Services will review the bids in hand for the five rehabilitation cases that <br />have been bid out. Each set of bids will be checked for accuracy and <br />completeness. A cost reasonableness test will be applied. We will confirm that <br />proper LBP procedures were used in the preparation of these bids. If valid bids <br />can be identified we will verify that the cost of rehabilitation is within DCA limits <br />for rehabilitation. It may be expected that some of the bids, while valid, may <br />exceed DCA rehabilitation limits. CMR will evaluate any such dwelling units for <br />possible submission to the Division of Community Assistance for approval as <br />substantial rehabilitations. Our findings and recommendations will be presented to <br />the County for action. <br />o CMR Services will follow up this bid evaluation by re-bidding any units for <br />which valid bids were not received. This process may include revision of the bid <br />documents if appropriate and required. <br />o CMR will implement the rehabilitation activity in conformance with all applicable <br />regulations. Please review the attached document "Managing the <br />Rehabilitation Process" for a more detailed presentation of the work we will <br />be performing on behalf of Lee County in connection with the rehabilitation <br />activity. Active rehabilitation work will be inspected twice weekly plus we will <br />be on call as needed for specific issues that may arise. Pre-bid and pre- <br />construction conferences will be conducted on a case-by-case basis. The work <br />will include the management of LBP issues, any necessary temporary relocation, <br />set up and implementation of loan closing procedures under the direction of your <br />attorney, and all other normal requirements of a program of this type. <br />o A detailed project budget spreadsheet will, be prepared to ensure that all projected <br />and obligated expenditures are properly tracked. This will be the primary tool <br />used to ensure that no budget overruns occur. This spreadsheet will be submitted <br />to the County as part of our monthly status report. CMR will assist Lee County <br />with the financial management of the project to ensure compliance with Federal <br />and State requirements. <br />o Based on the project application and budget, it appears that Lee County has made <br />provisions for the relocation of households from dilapidated housing if that is <br />found to be the appropriate treatment. Should such units be identified CMR <br />Services will coordinate all activities necessary to implement the relocation <br />including but not limited to meetings with the Advisory Committee and the <br />County. The affected household will receive all appropriate notices and <br />assistance. Additionally, CMR will manage and implement clearance activities as <br />required. <br />
