0 0 <br />nu 19 FacF 680, <br />Chairman Hincks closed the public hearing. <br />Chairman Hincks opened the joint public hearings that had been advertised with <br />the Lee County Planning Board. <br />Planner Althea Thompson outlined the first matter that involved a proposed <br />amendment to the Lee County Zoning Ordinance for sign regulations. She told both <br />Boards' that the current regulation requires that signs in all districts meet the minimum <br />front, side and rear yard setback requirements of the respective zoning district in which <br />they are to be located. The proposed amendment will allow the placement of signs <br />outside of street right-of-ways and site triangles, unless otherwise specified. She further <br />stated that the amendment would also establish a minimum setback for the placement of <br />outdoor advertising signs (off-premise "Billboard" signs.) She said the proposed changes <br />were taken from the drafted Unified Development Ordinance and the following <br />amendment is proposed: <br />Section 3. General Re~,ulations, by deleting Item (b) in its entirety which <br />states "All signs shall be subject to the minimum front, side, and rear yard <br />requirements and the height restrictions pertaining to the district in which said <br />signs are located," and by adding new regulations for Item (b) as follows: <br />"(b) All signs shall be located outside of the street right-of-way <br />and site triangles, as defined by NCDOT, unless otherwise <br />specified. Signs in residential zoning districts shall not exceed 6 <br />feet in height." <br />Section 6. Si-,n Regulations, Applicable to Commercial and Industrial <br />Districts by adding a sentence to the regulations for Outdoor Advertising Signs <br />(off-premises signs) as follows: <br />"All off-premise signs shall conform to the building setback and <br />yard requirements of the district in which they are located." <br />Amend the Zoning Ordinance, Article IV, Interpretation of Words and Terms, <br />Section 2. Definitions by adding in alphabetical order the following definition: <br />Site Triangle. The area that establishes a clear line of sight for awaiting <br />vehicle to see oncoming traffic and make turning movements into or out of a <br />street or driveway connection safely or for traffic to see entering or waiting. <br />No one present spoke in favor of or in opposition to the proposed amendment. <br />Joe Johnson, representing Rocky Fork Christian Church located at 4246 Rocky <br />Fork Church Road, had questions concerning a sign that his church is in the process of <br />installing. <br />12 <br />
