0 0 <br />acoK D ncF 665 <br />(1) Stairs and steps shall be free of holes, grooves and cracks large enough to constitute accident <br />hazards. They shall be safe to use and capable of supporting the load that normal use may <br />cause to be placed thereon. <br />(2) Stairwells and flights of stairs, attached to or within a dwelling unit, that contain four (4) or <br />more risers shall have handrails with minimum and maximum heights of 30" and 38", <br />respectively, measured vertically from the nose of the treads. <br />(3) Every mil shall be firmly fastened and maintained in good condition. <br />(4) No flight of stairs settled more than one (I) inch out of its intended position or pulled away <br />from supporting or adjacent structures shall be allowed. <br />(5) No rotting, sagging or deteriorated supports shall be allowed. <br />(6) Every stair riser shall be reasonably uniform and shall not exceed eight and one-fourth (8 <br />114) inches in height and shall be securely fastened in position. Every wood riser in excess <br />of thirty-six (36) inches in width shall have an additional stringer, each stringer to be spaced <br />not more than thirty (30) inches apart. The minimum depth of treads shall be nine (9) inches <br />excluding the nosing. <br />(7) Exterior stairs shall be protected with paint or other approved covering or material to <br />prevent the entrance or penetration of moisture. <br />(i) Accessory structure: <br />(1) Fences and other accessory structures shall either be. maintained in a safe and substantial <br />condition, or demolished and removed. <br />(2) Structural standards as outlined in this section, shall also apply to accessory structures. <br />(3) No deterioration duc to the elements because of lack of preventive maintenance consisting <br />of painting, waterproofing and repair shall be allowed. <br />(4) Any electrical, plumbing, heating or other utilities fiunished to an accessory structure shall <br />be installed in accordance with the North Carolina State Building Code and maintained in a <br />safe condition. <br />(5) Every accessory structure shall be properly maintained in a clean and sanitary condition, and <br />free from physical hazards and other matter detrimental to the public health. <br />Sec. 4-79. Property Maintenance- <br />(a) Premises, buildings and structures shall, by generally accepted methods of extermination, be <br />maintained free of vermin and rodent harborage and infestation. <br />(b) Rubbish and garbage. livery person who occupies and controls a dwelling emit shall dispose of all <br />rubbish and garbage in a clean and sanitary manner by placing it in proper storage facilities. "Ilene <br />owner shall be responsible for providing the receptacles for the storage of garbage and rubbish. <br />Removal shall be at such frequent intervals to prevent build-up. <br />(c) Drainage. Every yard shall be properly goaded so as to obtain thorough drainage and so as to <br />prevent the accumufalion oti stagnant water in the yard or under the stnlcmre. <br />12 <br />
