Upon a vote, the results were as follows: <br />Aye: Adams, Hincks, Lenurnond, Matthews, Paschal, Reives, and Stevens <br />Nay: None <br />The Chairman ruled the motion had been adopted unanimously. <br />Commissioner Reives moved that the County of Lee and City of Sanford pursue <br />the establishment of a Water Authority for the entire county and have the plan completed <br />by December 31, 2003. Upon a vote, the results were as follows: <br />Aye: Adams, Hincks, Lemmond, Matthews, Paschal, Reives, and Stevens <br />Nay: None <br />The Chairman ruled the motion had been adopted unanimously. <br />Chairman Hincks recessed the meeting until 7:00 o'clock p.m. <br />The meeting resumed at 7:00 o'clock p.m. in Courtroom #4 at the old Lee County <br />Courthouse for an advertised public hearing with the Lee County Planning Board. <br />0 Chairman Hincks called the meeting to order. All Commissioners were present. <br />Planning Althea Thompson outlined the rezoning petition by Wake Stone <br />Corporation to rezone from Residential Agricultural (RA) district to Heavy Industrial <br />Conditional Use (HI-CU) district, approximately 4.02 acres of land located north of Deep <br />River Road, adjoining Wake Stone's current operation located at 9725 Stone Quarry <br />Road. She stated that the applicant was also seeking a Conditional Use Permit to <br />construct a vegetated earthen bernn extension on the 4.02-acre tract as a buffer between <br />the operating stone quarry and residential properties. Mrs. Thompson told the Board that <br />before granting a Conditional Use Permit, the Board of Commissioners should make the <br />following findings of facts: <br />(1) The use will not materially endanger the public health or safety if located <br />where proposed and developed according to the application and plan as <br />submitted and approved, <br />(2) The use meets all required conditions and specifications, <br />(3) The use will not substantially injure the value of the adjoining or abutting <br />property, or that the use is a public necessity; and <br />(4) The location and character of the use, if developed according to the <br />application and plan submitted and approved, will be in harmony with the <br />area in which it is to be located and in general conformity with the Land Use <br />Plan for Sanford and Lee County <br />• <br />9 <br />
