uc R 9 PacE 493 <br />• Commissioner Reives discussed with the Board concerns he has over Mental <br />Health issues as it relates to the Lee-Harnett Area Mental Health Local Business Plan. <br />He stated that the Local Business Plan was submitted in December 2002, and the final <br />sections were submitted in April 2003. He had concerns that to date, Lee-Harnett Mental <br />Health has not received an answer indicating whether the plan has been approved. After <br />some discussion, Commissioner Reives moved that the Board send a letter to Carmen <br />Hooker Odom, Secretary of the North Carolina Department of Health and Human <br />Services asking for her assistance in expediting the process. Upon a vote, the results <br />were as follows: <br />Aye: Adams, Hincks, Lemmond, Matthews, Paschal, Reives, and Stevens <br />Nay: None <br />The Chairman ruled the motion had been adopted unanimously. <br />Commissioner Reives discussed with the Board concerns he has pertaining to Fire <br />Marshall regulations that limit the number of people that can be in a room at a given time <br />for meetings. He told the Board that the Fire Marshall should take into account the <br />number of elected officials and other required individuals that had to attend the meeting <br />when limiting the number of people to enter the room. He asked that a letter be drafted to <br />the Fire Marshall pertaining to this matter. County Manager William Cowan stated that <br />he would discuss the matter with the City Fire Chief. No action was taken on the matter. <br />40 Commissioner Lemmond discussed with the Board a Noise Ordinance similar to <br />what the City of Sanford has. He stated that if a citation were issued and the fine not paid <br />with forty-eight (48) hours, civil action would be taken against the individual cited. <br />Commissioner Lemmond further stated that the new proposed Noise Ordinance could <br />replace the current Ordinance that has not been successful in implementing. <br />Commissioner Lemmond read "An Ordinance to Regulate Noise in Lee County," a copy <br />of which is attached to these minutes and by this reference made a part hereof. After <br />some discussion, Commissioner Lemmond moved that the "Ordinance to Regulate Noise <br />in Lee County" be adopted and replace the current Ordinance. Upon a vote, the results <br />were as follows: <br />Aye: Adams, Hincks, Lemmond, Matthews, Paschal, Reives, and Stevens <br />Nay: None <br />The Chairman ruled the motion had been adopted unanimously. <br />Commissioner Reives and Commissioner Matthews updated the Board on recent <br />meetings with the City of Sanford concerning the Ad Hoc Water Committee. Chairman <br />Hincks moved that the Board approve the following matters pertaining to (1) contracts, <br />(2) water rate increase, and (3) water maintenance rate increase: <br />(1) Contracts - Start date on contracts will be July 1, 2003, and the county must <br />be notified by March 31" of each year of any rate increases, <br />7 <br />
