Y G 0 J9 PAGE u7 <br />MINUTES OF THE BUDGET WORK SESSION <br />OF TH E <br />BOARD OF COMMISSIONERS <br />FOR THE <br />COUNTY OF LEE, STATE OF NORTH CAROLINA <br />JUNE 9, 2003 <br />The budget work session of the Board of Commissioners for the County of Lee, <br />State of North Carolina, convened at 9:00 o'clock a.m. in the Gordon Wicker Conference <br />Room, Lee County Government Center, 106 Hillerest Drive, Sanford, North Carolina. <br />Commissioners present were W. Chad Adams, Herbert A. Hincks, Jerry M. Lemmond, <br />Bertha L. Matthews, Nathan E. Paschal, and Robert T. Reives. Commissioner Amy L. <br />Stevens was absent. <br />Chairman Hincks called the meeting to order. <br />The board considered Mental Health issues. Claretta Johnson, Director of Lee- <br />Harnett Mental Health discussed with the board mandates concerning the new health <br />reform bill. After much discussion, the consensus of the board was to appropriate <br />$10,935 to Mental Health for FY 2003-04 and put 591,017 in reserve. <br />The board also discussed space needs for Mental Health and the Dental Clinic at <br />the Wicker School site. <br />Register of Deed Nellie Thomas spoke with the board concerning a new full time <br />position for her office. She told the board that she currently has a half-time position that <br />she would like to make full time due to the heavy workload. After some discussion, <br />Commissioner Paschal moved to approve a full time position in the Register of Deeds <br />office effective July 1, 2003, (increase of $12,683 to budget.) Upon a vote, the results <br />were as follows: <br />Aye: Adams, Hincks, Lemmond, Matthews, Paschal, and Reives <br />Nay: None <br />Absent: Stevens <br />The Chairman ruled the motion had been adopted unanimously. <br />County Manager William Cowan discussed with the board re-classification <br />requests for 2003-2004. He told the board the only re-classification he recommended <br />was for the Board of Elections Director. He told the board this position would increase <br />the budget by SI,655. Commissioner Reives moved to approve the recommendation of <br />the County Manager to re-classify the Board of Elections Director effective July 1, 2003. <br />Upon a vote, the results were as follows: <br />
