Aft <br />auo J9 PACE 3311 <br />MINUTES FROM THE SPECIAL BUDGET WORK SESSION <br />OF THE <br />BOARD OF COMMISSIONERS <br />FOR THE <br />COUNTY OF LEE, STATE OF NORTH CAROLINA <br />MAY 16, 2003 <br />The Board of Commissioners for the County of Lee, State of North Carolina, held <br />a special budget work session at 8:00 a.m. in the Gordon Wicker Community Conference <br />Room, 106 Hillcrest Drive, Sanford, North Carolina. Commissioners present were W. <br />Chad Adams, Herbert A. Hincks, Jerry M. Lemmond, Bertha L. Matthews, Nathan E. <br />Paschal, and Robert T. Reives. Commissioner Amy L. Stevens was absent. <br />Chairman Hincks called the meeting to order and the following business was <br />transacted. <br />Health Director Mike Hanes discussed with the board various options to cut <br />$50,000 and $100,000 as requested by the board at the last budget work session. <br />Parks and Recreation Director John Payne discussed with the board a <br />Conservation Easement Option Contract Agreement between the County of Lee and <br />Rummel, Klepper & Kahl, LLP to apply for a grant to provide stream mitigation on 7.0 <br />acres of land in the Cape Fear River Basin on a portion of property located at 1800 <br />Wicker Street (Kiwanis Park) in Lee County. After some discussion, Commissioner <br />Adams moved to approve the Conservation Easement Option Contract Agreement to <br />apply for the above-mentioned grant, a copy of which is attached to these minutes and by <br />this reference made a part hereof. Upon a vote, the results were as follows: <br />Aye: Adams, Hincks, Lemmond, Matthews, and Paschal <br />Nay: Reives <br />Absent: Stevens <br />The Chairman ruled the motion had been adopted unanimously. <br />County Manager William Cowan and Finance Director Lisa Minter discussed <br />with the board various budget matters. Consensus of the board was for the following <br />additions and/or deletions: <br />• Delete $76,083 from the community college budget for cleaning, <br />security, etc. for the two new buildings under construction at the <br />college until the buildings are completed <br />• Accept "Option C" from the Health Department to reduce their <br />budget by $102,737 that would eliminate a requested Public <br />
