B%X 19 PHAGE ti46 <br />MINUTES OF THE SPECIAL BOARD RETREAT <br />OF THE <br />BOARD OF COMMISSIONERS <br />FOR THE <br />COUNTY OF LEE, STATE OF NORTH CAROLINA <br />MARCH 28, 2003 <br />The special board retreat with the Board of Commissioners for the County of Lee, <br />State of North Carolina, convened at 8:30 a.m. in the Auditorium at the McSwain <br />Extension Education & Agricultural Center located at 2420 Tramway Road, Sanford, <br />J .North Carolina. Commissioners present were W. Chad Adams, Herbert A. Hincks, Jerry <br />M. Lemmond, Bertha L. Matthews, Nathan E. Paschal, Robert T. Reives, and Amy L. <br />Stevens. Staff members present were County Manager William Cowan, County Attorney <br />K. R. Hoyle and Clerk to the Board Gaynell Lee. <br />Chairman Hincks called the meeting to order. <br />Lee County Emergency Management Director Warren Lee, Harnett County <br />Emergency Management Director Gary Pope, and Robert Swiger from the N. C. <br />Department of Insurance discussed with the board the ISO ratings for fire departments, <br />demands of rural volunteer fire departments, and the cost and requirements of <br />establishing- a full service Fire Marshal's Office to serve the rural volunteer fire <br />departments in the county. Robert Swiger explained how ISO ratings are established and <br />what fire departments must do to maintain their ratings. Gary Pope gave the board an <br />overview of the fire service operations in Harnett County, and Warren Lee presented a <br />proposal to establish a full service Lee County Fire Marshal's Office. No action was <br />taken. <br />Finance Director Lisa Minter discussed with the board the financial outlook and <br />budget overview for 2002-2003, which includes an operating shortfall of $422,995. She <br />also discussed revenue projections that are down $346,000 and a projected expenditure <br />shortfall of $2,879,243. She told the board that currently the county has a fund balance <br />of 22.52%. <br />County Manager William Cowan told the board that although the revaluation <br />process has not been completed, he is anticipating a tax equivalency of 65-68 cents per <br />$1,000. Tax Administrator Roger Kelley told the board that there are currently 554 <br />individual appointments seeking appeals that involve 1,512 parcels of property. <br />Mr. Cowan discussed with the board long term capital projects that total <br />$96,649,537.00. <br />
