0 aKo"Al 9 PAGE X43 <br />• Request from the Health Department to fill a vacant Animal Control Officer <br />position <br />• Purchase of two 4x4 Ford Explorei( for the Sheriff's Department in the <br />amount of S50,320 from Sanford Ford <br />Upon a vote, the results were as follows: <br />Aye: Adams, Hincks, Lemmond, Matthews, Paschal, Reives, and Stevens <br />Nay: None <br />The Chairman ruled the motion had been adopted unanimously. <br />The board considered a proposal for the Health Department to assume Jail health <br />services effective March I, 2003. Health Director Mike Hanes told the board that currently <br />.the Jail contracts with a local physician for about three hours per week at a cost of <br />approximately S80,000 a year. This physician has submitted his resignation concerning his <br />contract to be effective the end of February. Mr. Hanes told the board that it has become <br />difficult to maintain a medical provider for the Lee County Jail health services. He told the <br />board that the county is looking to provide consistent medical services utilizing the <br />National Jail Health Standards of Care as is being applied by other counties across North <br />Carolina and the Health Department was requested to develop such a proposal. He further <br />told the board that recently the Board of Commissioners gave him permission to replace a <br />nursing position but the recruitment process had been delayed due to the finalization of the <br />State Budget. An alternative proposal has been developed to include the Jail Health <br />Practitioner position (1/2 time) with the nursing position (1/2 time) that would also be used <br />for women's issues in the Health Department. Mr. Hanes told the board the new proposal <br />would save the county approximately $15,480 per year and benefits of the plan include (1) <br />tighter control over drug inventory and prescription needs; (2) more critical assessment of <br />need to transport inmates to physician offices or for emergency room services; (3) closer <br />assessment of sexually transmitted diseases; (4) awareness of services available to inmates, <br />therefore fewer episodes of inappropriate complaints; (5) safer administration of drugs <br />through appropriate training of jail staff; (6) development of medical protocols so that <br />inmates with complaints can be safely tracked; and (7) elimination of deputy costs in time <br />and travel by cutting the number of medical visits away from the jail. After much <br />discussion, Commissioner Matthews moved to approve a proposal between the Lee County <br />Health Department and the Lee County Jail for health services, effective March 1, 2003, <br />and for Mr. Hanes to review the program with the board in six months.
