Third Street, PIN 9643-80-9474-00 <br />Sanford, North Carolina <br />County Attorney Whitney Parrish stated that Lee County and the City of Sanford acquired the <br />property through a foreclosure sale in 2016. The total amount of fees and taxes owed on the property is <br />$10,445.65 and the taxable value of the property is $47,400.00. Before the sale was finalized in 2016, <br />three individuals had contacted the County and the City to have the foreclosure bid assigned to them. <br />At that time it was decided to let the property proceed through foreclosure process and then allow <br />individuals to make offers to purchase the property and sell the property through the upset bid process. <br />On May 8, 2017, Lawrence Curtis made an offer to purchase the property for $10,545.65. At that time, <br />he paid the requisite deposit and advertising costs. On May 23, 2017, Cristian Campos made an offer <br />to purchase the property for $10,000.00. At this time, he paid the requisite deposit and advertising <br />costs. After discussion, Commissioner Sloan moved to declare the property as surplus and accept the <br />offer to purchase from Lawrence Curtis for property located at 109 S. Third Street, Sanford, NC, a copy <br />of the resolution accepting the offer for sale of surplus property is attached to these minutes and by this <br />reference made a part hereof. Upon a vote the results were as follows: <br />Aye: Dalrymple, Dodson, Knecht, Oldham, Reives, Sharpe, Sloan <br />Nay: None <br />The Chair ruled the motion had been adopted unanimously. <br />Consider an Offer to Purchase Surplus Property Located on Cool Springs Road, PIN 9633-49-7973-00 <br />in Sanford, North Carolina <br />County Attorney Whitney Parrish stated that Lee County and the City of Sanford acquired the property <br />through a foreclosure sale in 2015. The total amount of fees and taxes owed on the property is <br />$2,022.41 and the taxable value of the property is $6,000.00. Letters were sent out to the adjoining <br />property owners of property owned by the County and the City seeking out offers for the purchase of <br />the property. Anthony Poe received one of these letters and has put in an offer to purchase the property <br />for $2,550.00. Mr. Poe has paid the requisite deposit and advertising costs. The Board will need to <br />declare this property surplus and then can accept the offer which will be advertised for upset bids in <br />The Sanford Herald. The offer will also have to be approved by the City Council. Commissioner Reives <br />moved to declare the property as surplus and approve the resolution accepting the offer from Anthony <br />Poe for the sale of surplus property, a copy of which is attached to these minutes and by this reference <br />made a part hereof. Lee County, North Carolina <br />County Attorney Whitney Parrish stated that the Lee County and the City of Sanford acquired <br />the property through a foreclosure sale in 2013. The total amount of fees and taxes owned on the <br />property is $11,938.82 and the taxable value of the property is $3,100.00. Betty Jane McLean <br />submitted an offer of $300.00 and has paid the requisite deposit and advertising costs to purchase the <br />property. The initial offer will also have to be approved by the City Council before the County can <br />advertise the property for sale. According to the Memorandum of Understanding between the City and <br />County, the purchase money would go to costs of the foreclosure sale and attorney fees. <br />Commissioner Reives moved to declare the property as surplus and approve the resolution accepting <br />Page 416 <br />
