County Manager's Report — May 15, 2017
Onaoina Projects
San Lee Park — Based on the revised project schedule, the new completion date is July
15. Although this is 45 days beyond the contracted completion date, the contractor,
architect and county believe that there has been a good faith effort by all parties to bring
this project in on time. At this time, liquidated damages are not being considered. They
will not be considered as long as significant work continues to progress on the project.
Work at the building is progressing. I would encourage you to visit the site. If you want
to do this please let me know and we will arrange for you to tour the building. Staff is also
working with volunteers to clean up the park for this summer. The Park looks great. We
are working with SAGA to hold a ribbon cutting at the facility in August
Old Bowling Alley & Historic Courthouse — General Services is in the final phases of
completing this project. We should be completed in early June. We hope to have Adult
Probation in the facility by the start of the new fiscal year. When this occurs, planning will
begin on the space that is remaining in our courthouse facilities. After our last meeting,
we began working on an RFQ for architects to review the remaining space at the Old
Bowling Alley, Historic Courthouse and the new Courthouse. Using this space will be
important to addressing spacing needs for these departments in the coming years. We
are hopeful that an architect can make the most of the space that is being made available
by the Boards purchase of the Old Bowling Alley.
OT Sloan Pool —We are moving forward with opening the pool for the upcoming summer
season. Painting of the pool began on Thursday April 13. Weather has slowed the
progress on the repairs and painting. The new filtration tanks have been ordered and we
are waiting on delivery. The heaters were recently delivered to the site and are being
installed. It is anticipated that the pool will be open for Memorial Day weekend.
Colon Road Water — Our first hurdle to overcome has come up as we work towards
starting this project. The City of Sanford's water line maintenance policy requires that the
lines they have responsibility for maintaining must be accessed on a road that is of
NCDOT specifications. This poses a problem for the proposed water lines on two dirt
roads. We are working through a solution with the engineer at this time. In addition,
McGill and Associates has developed a letter to go out to all the property owners. We are
reviewing the letter. The letter will offer a date and time for the property owners to meet
with staff and the engineer to discuss the project. There will be 62 property owners
eligible for assistance in getting city water due to the established '/2 -mile impact radius
around the site. All 62 -property owners will be sent the letter. Most of these properties
already have a water line running in front of their property. The letter will explain the
