i BOON 23 PAGE 770 <br />Aye: Dalrymple, Hayes, Kelly, Oldham, Paschal, Reives, and Shook <br />Nay: None <br />The Chairman ruled the motion had been adopted unanimously. <br />The Board considered a resolution to establish a Lee County Veterans Council. Senior <br />Services Director Debbie Davidson stated there is a need to recognize local Veterans that have served <br />our country and community as advocates for their fellow citizens and recognize their service to the <br />community. She further stated that a Veterans Council would be an advisory board that would allow <br />the opportunity for individuals to promote and present the aims, interests and requirements of our <br />County Veterans to offer better services through the organization. The advisory board would assist the <br />Lee County Veterans' Service Officer on issues concerning Veterans and their families and make <br />recommendations to the Director of Senior Services, the County Manager and the Board of <br />Commissioners on how the County can better serve Veterans. Lee County Veterans' Officer John <br />Sandrock also discussed and recommended the proposed resolution. Several Veterans in attendance <br />were recognized along with the following Veteran organizations: <br />Veterans of Foreign Wars Post 5631 <br />Marine Corp League <br />American Legion Post 382 <br />American Legion Post 341 <br />Disabled American Veterans Chapter 5 <br />After discussion, Commissioner Oldham moved to approve a Resolution Establishing the Lee County <br />Veterans Council, a copy of which is attached to these minutes and by this reference made a part <br />hereof. Upon a vote, the results were as follows: <br />Aye: Dalrymple, Hayes, Kelly, Oldham, Paschal, Reives, and Shook <br />Nay: None <br />The Chairman ruled the motion had been adopted unanimously. <br />After approval of the resolution, Chairman Hayes read the resolution aloud. <br />The Board considered the North Plank Road water extension project. County Manager John <br />Crumpton stated that Lee County has been awarded a grant from the North Carolina Rural Center <br />which will pay for the extension of water to the North Plank Road in western Lee County. The original <br />grant approval was an 80 % matching grant with a maximum grant of $128,160. The City of Sanford <br />recently went out for bids on the project and was able to lower the project budget considerably. The <br />revised project budget has been approved by the Rural Center at 90% with the grant now being <br />$89,977.05, with a local match of $9,997.45. Mr. Crumpton stated the grant covers the cost of the line, <br />plus taps for the fifteen (15) existing residences and one (1) business along the road. The residents <br />are responsible for the 10% match. The grant also requires the County to own the water line for one <br />year. After this time, ownership will be transferred to the City of Sanford. The City has agreed to <br />oversee the construction and maintenance of the line in the County's first year of ownership, which is <br />covered in the local agreement with the City. Taps for vacant property will be allowed but at the City of <br />Sanford's prevailing rate for a tap made outside the City limits, or during construction at the contractor's <br />costs. It was further stated that the County currently has $5,274 left in the Water District fund that <br />needs to be transferred to the City of Sanford to help lower the fees that will be paid by the citizens to <br />connect to the line. The County has to guarantee the remaining match of $4,723.45. To pay for this <br />amount, the City will be charging $295.22 per connection. An assessment by acreage was considered, <br />3 <br />
