4-17-2017 <br />BOC Meeting <br />Aye: Dalrymple, Oldham, Reives, Sloan, Sharpe <br />Nay: None <br />Absent: Dodson, Knecht <br />The Chair ruled the motion had been adopted unanimously. <br />Colon Rd Water Project Capital Project Budget Ordinance <br />Finance Director Lisa Minter requested approval of a Capital Project Budget <br />Ordinance for the Colon Road Water Project. In November 2016, the County approved an <br />interlocal agreement with the City of Sanford for a loan of $350,000 for the County to <br />develop, design, construct, and complete waterlines in the area of Colon Road, Birchard <br />Road, and Hawkinberry Lane. The ordinance establishes a capital project account for the <br />revenues and expenses of the project. Commissioner Reives moved to approve the Colon <br />Road Water Project Capital Project Budget Ordinance, a copy of which is attached to <br />these minutes and by this reference made a part hereof. Upon a vote, the results were as <br />follows: <br />Aye: Dalrymple, Oldham, Reives, Sloan, Sharpe <br />Nay: None <br />Absent: Dodson, Knecht <br />The Chair ruled the motion had been adopted unanimously. <br />Budget Amendment #04/17/17/14 <br />Finance Director Lisa Minter presented budget amendment # 04/17/17/14 for the <br />Board's consideration. Lisa Minter stated that the amendment will appropriate $266,270.00 <br />from fund balance for OT Sloan Pool upgrades. $58,545.00 is for the filtration system, <br />$47,725.00 is for the heating system, $145,000 is for the bulkhead, and $15,000 is for <br />consultant fees. Commissioner Sloan moved to approve Budget Amendment <br />#04/17/17/14, a copy of which is attached to these minutes and by this reference made a <br />part hereof. Upon a vote, the results were as follows: <br />Aye: Dalrymple, Oldham, Reives, Sharpe, Sloan <br />Nay: None <br />Absent: Dodson, Knecht, <br />The Chair ruled the motion had been adopted unanimously. <br />March 2017 Financial Report <br />Finance Director Lisa Minter provided the monthly financial report for March 2017. <br />She reminded the Board that sales tax revenues run three months behind. Tax collections <br />through March 2017 are 1.31 % ahead of the same period last year. Sales tax revenues <br />through December 2016 have been posted, and we are at 51.47% of our budget figure. In <br />reviewing expenditures, the percentage used target is 75.00%. Only a few departments <br />are exceeding the target as of the end of March, which include Governing Body, Elections, <br />and Medical Examiner. No action was taken. <br />Page 415 <br />
