(A list of uses permitted in <br />the LI district is included in the agenda package for your reference) <br />Utilities: Public water is accessible to the site by means of a 12-inch water line in the right-of-way of <br />Colon Road. A public sewer lift station has been installed northeast of US 1 and Colon Road to facilitate <br />the planned expansion of the Lee County Industrial Park. The applicant is required to coordinate with the <br />City Public Works Department regarding connection to these public utilities. <br />Emergency Response: The subject property is located within the Deep River Fire District. The Deep <br />River Rural Fire Department is located on Deep River Road and currently provides service to this site. <br />Additionally, Deep River Rural Fire Department plans to build a new sub-station on Lower Moncure <br />Road which will provide additional coverage to this area. <br />Transportation: The 2008 Annual Daily Traffic Study reports 2,600 vehicles trips per day on Colon <br />Road near the subject property. The 1994 Sanford Thoroughfare Plan states that Colon Road serves the <br />industrial area of northeast Sanford and provides an alternative route from US#I to Sanford and Hawkins <br />Avenue. The proposed zoning and development as C-2 and LI uses would be expected to generate <br />increased traffic on Colon Road. Also, local road projects submitted to NCDOT includes a request for <br />funding for the widening of Colon Road from Osgood Road to Deep River Road, in order to support the <br />continued development of.the Lee County Industrial Park. <br />Environmental: The property is located within the Cape Fear WS-IV Protected Area (CFS-WS-N-PA) <br />watershed. All non-residential development must comply with the development limits and standards of <br />this watershed. A very small area of floodplain exists on the southeast corner of one tract located cast of <br />US Highway 1. No other tracts are located in a flood hazard area. <br />Development Standards: if rezoned, the future development of the site will be required to meet all <br />building design standards for non-residential developments along a thoroughfare in addition to all other <br />development standards of the Unified Development Ordinance. <br />Sanford/Lee County 2020 Land Use Plan: The 2020 Land Use Plan and Map identify areas at the <br />interchange of Colon Road and US Highway 1 as being within a Highway Node with additional Highway <br />Overlay standards. Areas outside of the Highway Node are in a Low/Mid Density Residential <br />classification. The Highway Node classification identifies major mixed-use areas of retail, service <br />centers, as well as office and business parks. The Low/Mid Density Residential classification is designed <br />for single-family homes, duplexes and townhomes. Development at a highway node should be sited and <br />designed as a community gateway. The Highway Overlay adds a higher level of design standards for uses <br />developed along a major highway corridor. <br />Additionally, the 2020 Land Use Plan encourages the Community to permit commercial and retail <br />establishments provided that proper buffering and design is furnished as needed and the traffic generated <br />does not have a negative impact on the neighborhoods. <br />Deep River Small Area Land Use Plan: The Deep River Small Area Plan concurs with the 2020 Land <br />Use Plan and Map. The Deep River Plan suggests that new industrial development be located in the <br />existing and proposed expansion area of the industrial park, along Hwy 15-501 corridor and within areas <br />adjacent to the Sanford/Lee County Regional Airport. <br />Rezoning this property from Residential Agricultural District to General Commercial (C-2) and Light <br />Industrial (LI) District would conform to the 2020 and Deep River Land Use Plans and Maps. <br />
