Aye: Dalrymple, Dodson, Knecht, Oldham, Reives, Sharpe, Sloan <br />Nay: None <br />The Chair ruled the motion had been adopted unanimously. <br />The Board next considered an amendment to the Contract for Inspection Services <br />with the City of Sanford. County Attorney Whitney Parrish stated that the City and County <br />signed an agreement on October 15, 2013 for the County to contract with the City for <br />inspection services. The County pays the City for Inspection Services on a 50-50 basis <br />however, the original agreement provided that if there were ever a surplus revenue in the <br />department, the surplus would carry over to the next fiscal year and be credited to the <br />County. It has been determined that it would be easier for the City to pay the County the <br />surplus revenues, rather than having to track those surplus revenues each year. The City <br />and County have agreed that the amendment be retroactive to the 2015-2016 fiscal year. <br />Commissioner Sharpe moved to approve the amendment to the Contract for Inspection <br />Services, a copy of which is attached to these minutes and by this reference made a part <br />hereof. Planning Director Marshall Downey stated that this is a <br />staff initiative. The committee will have representation from the City, County, Town of <br />Broadway, COLTS, SAGA, and the planning staff would be the staff representative. <br />Commissioner Dalrymple stated that volunteers from the Board are needed, one for <br />TARPO and two for the Lee County Transportation Committee. Commissioner Oldham <br />agreed to serve on TARPO and both Commissioner Oldham and Commissioner Sloan <br />agreed to represent the Board on the Lee County Transportation Committee. No action <br />was taken. <br />During the Manager Comments section of the meeting, Tax Administrator Mary Yow <br />described the impact Senate Bill 363 would have on the County. Ms. Yow stated that she <br />is on the Legislative Committee for the Assessors Association. She further stated that she <br />does not know exactly how the bill will affect Lee County. Commissioner Sloan stated that <br />it basically means that the decision of the reevaluation is in an appraiser's hand and it may <br />be a person that's not familiar with agriculture. Ms. Yow stated that when we have a <br />reappraisal, we develop a schedule of values we use by neighborhoods for appraising all <br />the properties in the neighborhoods the same. Counties do mass appraisals. They do not <br />do individual fee appraisal work. We have reappraisal standards that are issued by the <br />state that we follow. Basically, this law states that if I as an individual appeal my value to <br />the Board of Equalization and Review and I have a fee appraisal, the board has to adopt <br />that as the value of the property and it will be recorded in the tax books as such. The <br />Board has to accept the appraisal, which doesn't give the county the opportunity to make <br />Page 516 <br />
