Mr. John Crumpton <br />March 24, 2017 <br />Page 5 <br />Bid and Award Phase <br />1. Upon notification by Lee County to proceed with bidding, prepare complete Bidding and <br />Construction Document packages for the project, including but not limited to McGill <br />standard front end documents, General and Supplementary Conditions, Special <br />Conditions, and technical specifications. <br />2. Manage the competitive bidding process, including the following: <br />a. Coordinate the bid advertisement, allowing ample time to receive Contractor bids. <br />Costs to run advertisements in local newspapers shall be paid directly by Lee <br />County. <br />b. Assist Lee County with scheduling a pre-bid conference and attending the meeting. <br />c. Distribute bid packages to prospective bidders. <br />d. Respond to bidder inquiries concerning the technical aspects of the project. <br />e. Prepare all necessary addenda to the bid packages, and distribute the addenda to all <br />planholders. <br />f. Attend the project bid opening; and assist County staff with analyzing and <br />tabulating contractor bids; reviewing bids for accuracy; re -checking tabulations; and <br />reviewing bid documents for eligibility and completeness. <br />g. Provide a letter of recommendation to Lee County for acceptance of the lowest <br />responsible bid and award of construction contracts to the lowest responsible <br />bidder. <br />h. After award of the project, notify the successful bidder, and request copies of bonds <br />and insurance certificates. Review bonds and insurance certificates for compliance <br />with the Contract Documents. <br />i. Provide other technical assistance, as required throughout the bidding process. <br />Construction Administration and Periodic Observation Services <br />1. Prepare final formal Contract Documents for execution by Lee County and the <br />Contractor. <br />2. Schedule, prepare an agenda for, and attend a pre -construction conference with County <br />and City staff, the selected Contractor, NCDOT, and all applicable parties prior to <br />construction. <br />3. Provide periodic construction observation services (up to 16 hours per week) to verify <br />conformance with the approved plans and technical specifications. Interpret the general <br />intent of the project plans, specifications and Contract Documents to help protect Lee <br />County and the City of Sanford from defects and deficiencies in construction. Generally <br />judge the performance of all parties to the contract. <br />
