■ Tax Releases and Refunds for February 2017. <br />■ Amendment # 8 to the Health Services Agreement with Southern <br />Health Partners for Inmate Medical Care. <br />■ Request to approve amended Physician Solutions Contract. <br />Upon vote, the results were as follows: <br />Aye: Dalrymple, Dodson, Knecht, Oldham, Reives, Sharpe, Sloan <br />Nay: None <br />The Chair ruled the motion had been adopted unanimously. <br />Pursuant to General Statute § 152A-52.1, Chair Dalrymple opened the floor for <br />Public Comments. No one signed up to speak during the Public Comments section of <br />the meeting. <br />The Board next considered a Memorandum of Understanding between Lee County <br />and the City of Sanford regarding the transfer of property and improvements to Kiwanis <br />Family Park. County Attorney Whitney Parrish stated that the City of Sanford hired Alfred <br />Benesch and Company to perform both a Comprehensive Park Master Plan to evaluate <br />park needs across the County along with a Site Specific Plan to evaluate the ability to <br />improve a selected park site. At the January 17, 2017 Board of Commissioners Meeting, <br />the Board voted to cooperate with the City to proceed with performing the Site Specific <br />Plan on County owned property at Kiwanis Family Park. The Site Specific Plan was <br />performed at the Kiwanis Family Park site and resulted in recommendations set forth in the <br />Site Specific Plan and Site Concept. In order to move forward with the City's <br />recommended improvements to the property, the County will need to transfer the portion of <br />the property where the improvements will be situated. The North Carolina Division of Parks <br />and Recreation indicated the County could transfer the property to the City as long as the <br />LWCF restrictions were attached to the deed and the City was willing to assume the <br />perpetual responsibility of the use. The Memorandum of Understanding sets out the terms <br />of the transfer. Commissioner Sharpe moved to approve the Memorandum of <br />Understanding between Lee County and the City of Sanford regarding the transfer of <br />property and improvements to Kiwanis Family Park, a copy of which is attached to these <br />Minutes and by this reference made a part hereof. Upon a vote, the results were as <br />follows: <br />Aye: Dalrymple Dodson, Knecht, Oldham, Reives, Sloan, Sharpe <br />Nay: None <br />The Chair ruled the motion had been adopted unanimously. <br />The Board next considered a proposal for upgrades at OT Sloan Pool. County <br />Manager John Crumpton stated that the Board had discussed the needed pool <br />improvements with the public at a meeting held on September 19, 2016. Staff presented a <br />plan from Aquatic Designs at the November 21, 2016 meeting about estimated costs for <br />adding a new filtration system, heating system, and bulkhead for competitive swimming. <br />Page 216 <br />
