r. <br />Oki G <br />No one present spoke in favor of the presented Ordinance. <br />Chief Deputy Kevin Bryant and Capt. James Estes of the Sheriff's Office spoke in <br />opposition to the Ordinance. Both gentlemen stated that the Ordinance was definitely a <br />step forward but would be hard for the Sheriffs Department to enforce. Mr. Bryant <br />stated that the Ordinance needed "more meat" because he feared that a person could go <br />begging door-to-door, and if refused at one house, would move on to another house <br />without breaking any laws. <br />Chairman Hincks closed the public hearing. <br />Commissioner Lemmond moved to defer action on the Ordinance and have the <br />Sheriffs Department meet with the County Attorney to add comments concerning the <br />solicitation of funds. After further discussion. Commissioner Lemmond withdrew his <br />motion. <br />Commissioner Brown moved to levy a Fifty Dollar ($50.00) fine against those <br />charged with breaking the ordinance. Upon a vote, the results were as follows: <br />Aye: Adams, Brown, Hincks, Lemmond, Paschal. and Stevens <br />Nay: Reives <br />The Chairman ruled the motion had been adopted by a five to one vote. <br />Commissioner Reives stated that the fine would only encourage solicitation from <br />certain individuals who couldn't pay the fine. and the County would have to house and <br />feed these individuals if they were arrested for several days. <br />Commissioner Adams moved to approve the Ordinance and work with the <br />Sheriffs Office to strengthen the proposal. Upon a vote, the results were as follows: <br />Aye: Adams, Brown, Hincks, Lemmond, Paschal, Reives, and Stevens <br />Nay: None <br />The Chairman ruled the motion had been adopted unanimously. <br />The Board considered two (2) appointments to the Juvenile Justice Crime <br />Prevention Council. Family and Children Services Director Brenda Potts recommended <br />the following individuals to the Juvenile Justice Crime Prevention Council: <br />Joseph Briggs - youth position from Lee Senior High School <br />Stella Farrow - citizen appointment (Principal of Bragg Street Academy) <br />Commissioner Adams moved to accept the above nominations to the Juvenile Justice <br />Crime Prevention Council.
