<br />' EGOX ,.v PAGE 15 <br />AGREEMENT <br />THIS AGREEMENT, made and entered into this day of , <br />2005, by and between SANDHILLS CENTER FOR MENTAL HEALTH, DEVELOPMENTAL <br />DISABILITIES AND SUBSTANCE ABUSE SERVICES ("Sandhills Center"); LEE- <br />HARNETT AREA MENTAL HEALTH, DEVELOPMENTAL DISABILITIES, AND <br />SUBSTANCE ABUSE AUTHORITY ("Lee-Harnett Authority"); LEE COUNTY; and <br />HARNETT COUNTY; <br />WITNESSETH: <br />WHEREAS, Sandhills Center is a multi-county area mental health, developmental <br />disabilities, and substance abuse program with a catchment area which currently includes the <br />counties of Moore, Montgomery, Anson, Richmond, Hoke, and Randolph; and <br />WHEREAS, the Lee-Harnett Authority is a two-county area mental health, <br />developmental disabilities, and substance abuse program currently serving Lee and Harnett <br />Counties; and <br />WHEREAS, Lee County is a body politic organized and existing under the laws of the <br />State of North Carolina, and currently owns certain property in Lee County which is used or <br />leased by Lee-Harnett Authority; and <br />WHEREAS, Harnett County is a body politic organized and existing under the laws of <br />the State of North Carolina, and currently owns certain property in Harnett County which is used <br />or leased by Lee-Harnett Authority: and <br />WHEREAS. Sandhills Center and Lee-Harnett Authority agree for Sandhills Center to, <br />upon the effective date of this Agreement, commence providing mental health services in Lee <br />and Harnett Counties and to include Lee and Harnett Counties in Sandhills Center's catchment <br />area; and <br />WHEREAS, the County Commissioners of Randolph, Moore, Montgomery, Richmond, <br />Anson. I-Joke, Lee, and Harnett Counties have expressed their approval for Lee County and <br />Harnett County to be included in Sandhills Center's catchment area upon the effective date of <br />this Agreement, and each county has adopted a resolution approving this Agreement; <br />NOW, THEREFORE, in consideration of the mutual promises and considerations set <br />forth herein, the parties do covenant and agree as follows: <br />
