~~oK P~cF 1.9 <br />A RESOLUTION BY THE CITY OF SANFORD, THE TOWN OF BROADWAY AND <br />THE COUNTY OF LEE, NORTH CAROLINA, IN SUPPORT OF IMPROVEMENTS TO <br />THE INTERSECTION OF US 421, NC 87 AND WILSON ROAD. <br />WHEREAS, the City of Sanford, Town of Broadway, and Lee County recognize the importance <br />of appropriate planning and coordination of infrastructure improvements to provide for desired <br />development patterns in our community; and <br />WHEREAS, the City of Sanford, Town of Broadway, and Lee County recognize and support <br />opportunities for economic development and the betterment of our community; and <br />WHEREAS, the City of Sanford, Town of Broadway, and Lee County recognize the importance <br />of coordination, cooperation and communication with the North Carolina Department of <br />Transportation regarding desired improvements to our transportation system; and <br />THEREFORE, BY THIS RESOLUTION, be it understood that THE CITY COUNCIL OF <br />THE CITY OF SANFORD, THE BOARD OF COMMISSIONERS FOR THE TOWN OF <br />BROADWAY, AND THE LEE COUNTY BOARD OF COMMISSIONERS endorse the <br />following: <br />A. The City of Sanford, the Town of Broadway, and Lee County respectfully request that the <br />North Carolina Department of Transportation allow a median access break along US 421 in <br />conjunction with the proposed Sanford Marketplace retail development. In the interest of <br />economic development and the opportunity for expansion of additional undeveloped properties <br />to the north of the Marketplace project (between US 421 and NC 42), it is our consensus opinion <br />to support this requested access break. It is envisioned that this the new access, along with <br />improvements within the Marketplace project, could serve as the initial phase of a new road that <br />would ultimately connect with NC 42 (Broadway Road) and would paral let the bypass. <br />B. The North Carolina Department ofTransportation's current Transportation Improvement <br />Program (TIP) schedule includes funding for construction of the US 421 bypass. The southern <br />most leg of the bypass is included as Project R-2417C and is proposed to be let for construction <br />in fiscal year 2008. It is our strong belief that the completion of Segment C needs to be <br />accelerated primarily due to the potential negative effects as envisioned for NC 42 (Broadway <br />Road), once Segment BB (which was recently let for construction) is completed and terminates <br />at NC 42. We also recognize the importance that the intersection improvements to US 421, NC <br />87 and Wilson Road have on the proposed Sanford Marketplace project and the economic <br />development potential in the immediate area. These specific intersection improvements are but a <br />component or portion of the work as included within segment "C". Therefore, the City of <br />Sanford, the Town of Broadway, and Lee County respectfully request that project R-241 7C be <br />accelerated faster than the current Transportation Improvement Program (TIP) schedule. <br />However, in the absence of being able to accelerate the timetable for the whole of Segment C. <br />we would request that the portion of this project that includes the intersection improvements to <br />US 421, NC 87 and Wilson Road be considered as priority and be considered for an accelerated <br />construction schedule. <br />
