NC Office of The Govemor lamation Release B00K 20 FA 97 <br />DOMESTIC VIOLENCE AWARENESS MONTH AND NATIONAL UNITY DAY <br />2004 <br />BY THE GOVERNOR OF THE STATE OF NORTH CAROLINA <br />A PROCLAMATION <br />WHEREAS, domestic violence is a pattern of coercion and control in an intimate relationship <br />where one person uses violence to gain power and control over their partner, and <br />WHEREAS, domestic violence includes not only physical abuse, but also mental abuse, <br />emotional abuse, financial abuse, isolation and sexual violence; and <br />WHEREAS, according to the National Violence Against Women Survey, nearly 25 percent of <br />American women report being raped and/or physically assaulted by a current or former spouse, <br />partner or date at some time in their lifetime; and <br />WHEREAS, women of all races and socioeconomic backgrounds are vulnerable to violence by <br />an intimate partner, and <br />WHEREAS, according to the North Carolina Council for Women/Domestic Violence <br />Commission, domestic violence programs in North Carolina responded to over 90,000 crisis calls <br />and provided services to over 40,000 victims last year, and <br />WHEREAS, according to the North Carolina Coalition Against Domestic Violence, over 180 <br />women, men and children have been murdered in North Carolina as a result of domestic violence <br />since January 2002, and <br />WHEREAS, strangulation is a common tactic of abusers and often leads to homicide, and <br />WHEREAS, in response to the epidemic of domestic violence, the North Carolina General <br />Assembly passed the most comprehensive legislation related to domestic violence in the history of <br />the state this year. and <br />WHEREAS, as a result of this legislation, the state's response to victims of domestic violence <br />will be improved and save lives; <br />NOW, THEREFORE, I, MICHAEL F. EASLEY, Governor of the State of North Carolina, do <br />hereby proclaim October 2004, as "DOMESTIC VIOLENCE AWARENESS MONTH" and October <br />1, 2004, as "NATIONAL UNITY DAY" in North Carolina. I further urge our citizens to become <br />aware of this destructive force in our society and to become part of the efforts to stop violence in <br />families. <br />MICHAEL F.
